I was listening to Setrak Setrakian’s rendition of Arno Babajanian’s composition, Elegy. So moved by Hrant’s shortened life by the virtue of speaking his mind that I wrote the poem, ‘Without You’ with Hrant's family in mind. For the first time in centuries, scientists have exposed the original surface of what is traditionally considered the tomb of Jesus Christ. Located in the Church of the Holy Sepulchre in the Old City of Jerusalem, the tomb has been covered by marble cladding since at least 1555 A.D., and most likely centuries earlier. 

"The marble covering of the tomb has been pulled back, and we were surprised by the amount of fill material beneath it,” said Fredrik Hiebert, archaeologist-in-residence at the National Geographic Society, a partner in the restoration project. “It will be a long scientific analysis, but we will finally be able to see the original rock surface on which, according to tradition, the body of Christ was laid." 

According to Christian tradition, the body of Jesus Christ was laid on a shelf or “burial bed” hewn from the side of a limestone cave following his crucifixion by the Romans in A.D. 30 or possibly 33. Christian belief says Christ was resurrected after death, and women who came to anoint his body three days after the burial reported that no remains were present. 

This burial shelf is now enclosed by a small structure known as the Edicule (from the Latin aedicule , or "little house"), which was last reconstructed in 1808-1810 after being destroyed in a fire. The Edicule and the interior tomb are currently undergoing restoration by a team of scientists from the National Technical University of Athens, under the direction of Chief Scientific Supervisor Professor Antonia Moropoulou. 

The exposure of the burial bed is giving researchers an unprecedented opportunity to study the original surface of what is considered the most sacred site in Christianity. An analysis of the original rock may enable them to better understand not only the original form of the tomb chamber, but also how it evolved as the focal point of veneration since it was first identified by Helena, mother of the Roman emperor Constantine, in A.D. 326. 

"We are at the critical moment for rehabilitating the Edicule," Moropoulou said. "The techniques we're using to document this unique monument will enable the world to study our findings as if they themselves were in the tomb of Christ." 

The doors to the church were shut early—hours before normal closing time, leaving a bewildered crowd of pilgrims and tourists standing in front of the towering wooden doors. Inside, a scrum of conservators in yellow hard hats, Franciscans in simple brown robes, Greek orthodox priests in tall black hats, and Copts in embroidered hoods surrounded the entrance to the Edicule, peering into its reaches. Rising above all of them was the façade of the early 19th-century shrine, its elaborate carvings obscured by iron beams and orange safety tape. 

Inside the tomb, which usually glows with a faint constellation of wax candles, bright construction lighting filled the small cell, revealing tiny details that are usually overlooked. The marble slab that covers the holy bench—roughly 3 by 5 feet and carved from creamy marble—had been pulled away from the wall. Beneath it was a grey-beige stone surface. What is it? a conservator was asked. "We don’t know yet," she replied. "It's time to bring in the scientific monitoring tools." 

The Church of the Holy Sepulchre (also known as the Church of the Resurrection) is currently under the custody of six Christian sects. Three major groups—the Greek Orthodox Church, the Roman Catholic Church, and the Armenian Orthodox Church—maintain primary control over the site, and the Coptic, Ethiopian Orthodox, and Syriac communities also have a presence there. Parts of the church that are considered common areas of worship for all of the sects, including the tomb, are regulated by a Status Quo agreement that requires the consent of all of the custodial churches.

Outside the Edicule, Thephilos III, the Greek Patriarch of Jerusalem, stood watching the events with a serene smile. "I'm glad that the atmosphere is special, there is a hidden joy," said the patriarch. "Here we have Franciscans, Armenians, Greeks, Muslim guards, and Jewish police officers. We hope and we pray that this will be a real message that the impossible can become the possible. We all need peace and mutual respect." 

Resurrecting a Sacred Shrine

The structural integrity of the early 19th-century Edicule has been a concern for decades. It suffered damage during a 1927 earthquake, and British authorities were forced to shore up the building in 1947 with unsightly exterior girders that remain to this day. Difficulties among the Status Quo representatives and a lack of financial resources have hindered its repair. 

In 2015, the Greek Orthodox Patriarchate of Jerusalem, with the agreement of the other two major communities, invited the National Technical University of Athens (which had previously led restoration projects on the Athenian Acropolis and the Hagia Sophia) to study the Edicule. The communities of the Church of the Holy Sepulchre agreed to restore the structure in March 2016, with work to be completed by the spring of 2017. Major donors to the $4-million-plus project include a royal benefaction from Jordan's King Abdullah II, and $1.3-million gift from Mica Ertegun to the World Monuments Fund in support of the project.

The National Geographic Society, with the blessing of the Greek Patriarch of Jerusalem and the other religious communities, formed a strategic alliance with the National Technical University of Athens for cultural heritage preservation. Decision of electing Patriarch of Istanbul is an attempt 
to ease tension – Expert on Turkish Studies

The election of the Patriarch of Istanbul is not a historical, as it has been described by some experts, but rather it is a normal process which must have been done earlier, Expert on Turkish Studies Ruben Melkonyan told a press conference in “Armenpress”.

“The Supreme Church Council has made a decision to request the Turkish authorities to hold Patriarch elections, whereas, it could be done earlier. The undue delay of the election process cannot have any grounds. Patriarch Mesrop Mutafyan’s health deterioration is not new. His incurable disease has a several years of history, and during those years starting from 2008 the community was led by Patriarchal Vicar Aram Ateshyan. Unfortunately, he didn't solve a number of community issues during those years of leadership, moreover, new problems emerged”, Ruben Melkonyan said.

Melkonyan said the Armenians of Turkey do not have another organizational, governing body. The only structure that can present Armenians’ interests in the Turkish government bodies is the Armenian Patriarchate of Istanbul. He said the Patriarch is considered as leader.

“During those years there was a gap between the community and the Patriarchate. The community distanced from its main governing body. Aram Ateshyan’s activities caused a certain negative attitude among wide circles of Armenians”, he said.

To the question why at this stage it was decided to elect the Patriarch, Ruben Melkonyan brought two reasons. First reason is associated with the calls of the Holy See on holding elections. Second reason was related to Ateshyan’s reaction over the Bundestag decision on the Armenian Genocide, which aroused the anger of Armenians.

“The pressure that occurred in Armenia, Diaspora, I think, that became the reason for starting the Patriarch’s election process. This is an attempt of easing the tension to some extent”, Ruben Melkonyan said recalling that Arem Ateshyan has repeatedly announced that he is going to request the Turkish authorities over holding elections, but he hasn’t done it yet.

A decision has been made during the October 26 church meeting in the Armenian Patriarchate of Istanbul to request the Turkish authorities to grant a privilege of electing a new patriarch.

1000 families are still homeless in Spitak city (video)

Homelessness continues to be one of the unsolvable problems in Armenia’s Spitak city.

A total of 1000 families are still homeless in the city which was ravaged by the 1988 earthquake.

The Soviet Union compensated (in the Russian rouble) the families who lost housing in the 1988 earthquake but the citizens were unable to spend the money because their bank accounts were frozen.

What is the state doing today to solve the problem?

A1+ Company has talked to Gagik Sahakyan, Mayor of Spitak city.

“We have applied to the government and president of the country many times but so far we have received no reply from them. As long as the construction of state apartments is not finished, we shall not address the issue,” he said adding that the construction is expected to be completed by the end of the year.

Over 4000 people were killed in the massive earthquake that rocked Spitak city on December 7, 1988. Tens of thousands of people were left homeless in the result of the earthquake that measured to have a magnitude of 10 on the Richter scale.

Bread and potato make up 70% of the food 15% of Armenia’s population take each day. That causes numerous negative consequences, fatness among other things. Oxfam has assessed food security conditions in the countries of the South Caucasus, and concluded that the Food Index, which summarizes the challenges people face getting enough of the right food, is low in the states of the region.

According to the data, food prices in Armenia and Georgia are high as reflected in in the share of the income and the money spent on the food.
Oxfam in Armenia has organized a seminar, which presented the 2014 Survey data, which revealed that not the lack of calories but the comparative dependency on food containing starch is a real problem in the countries of the South Caucasus region.

One implication of this is the great share of underdevelopment among the children in the region.

That is to say, that if bread and potato comprise the greater share of the food people eat daily, they do not receive sufficient amount of albumen and fat resulting in malnutrition.

According to the Demographic and Health Survey 19 percent of children under 5
are underweight, while 8 percent are severely underweight. The number is highest in Syunik region (37%). According to the survey, 15 percent of Armenia’s children are overweight that is the every fifth child residing in Armenia.

In Armenia the affordability to fruits and vegetables levels at 1.8% to 65.4%. The unaffordability is especially high in rural and mountainous communities reaching up 95%. The data also show that 46,4% of Armenia’s population have experienced insufficient food in the last 12 months.

New Armenian Patriarch of Istanbul to be elected

The Armenian Patriarchate of Istanbul will apply to the Turkish authorities with a request to obtain permission to hold elections of a new Patriarch. The decision was made at the church meeting held on October 26, accoridng to the official website of the Armenian Patriarchate of Istanbul . 

The seat has been vacant since 2008 because of the illness of His Holiness Patriarch Mesrop Mutafyan, and Aram Atesyan has served as Patriarchal Vicar ever since.

Armenia commemorates victims of terrorist attack in Parliament

Today Armenia is commemorating victims of the terrorist attack in the
Parliament, which took place 17 years ago.

Members of the National Assembly (NA) of Armenia on Thursday observed
a minute of silence to honor the victims of the terrorist attack.

During a regular session of the National Assembly on October 27, 1999
five armed men rushed into a conference hall of the National Assembly
of Armenia and shot the Chairman of the National Assembly Karen
Demirchyan, the Prime Minister Vazgen Sargsyan, the vice-chairmen of
the National Assembly Yury Bakhshyan, Ruben Miroyan, the deputies
Mikael Kotanyan, Heinrich Abramyan, Armenak Armenakyan and the
minister of operational issues Leonard Petrosyan.

Charles Aznavour to receive a star on Hollywood Walk of Fame
October 25 

Renowned musician Charles Aznavour, who has written over 800 songs and recorded over 1,200, will receive a star on Hollywood Walk of Fame on October 27. Aznavour’s star will be in front of the Hollywood Pantages Theatre, where French singer of Armenian descent will give a concert on October 28.

Two Italian clubs “Juventus” and “Milan” will compete for midfielder of Armenia national team and “Manchester United” Mkhitaryan during the winter transfer window, “Armenpress” reports Calciomercato informs. 

According to the source, Juventus manager Massimiliano Allegri has wished to see the 27-year old player in his club for a long time, while “Milan” manager Vincenzo Montella sees the Armenian midfielder as the forerunner of his team. 

Mkhitaryan last played on September 10. Though his injury has recovered long before, Manchester manager José Mourinho does not play him. Several British periodicals have already announced that Mkhitaryan may leave the English club during the January transfer window.

Armenia: Divided Within? 

Could a faltering economy, corruption and public disaffection over its relationship with Russia lead to an uprising?

In July 2016, Armenia experienced its biggest unrest for almost a decade when armed men seized the Erebuni police station in the capital, Yerevan, taking nine hostages, killing a policeman in the raid, and demanding the resignation of President Serzh Sargsyan. 

Thousands poured on to the streets to support the hostage-takers. But what was behind the raid? People & Power sent us to find out. 

The first thing you notice when you arrive in Yerevan is Mount Ararat, towering above the tin roofs and skyscrapers to the west. 

It's a national symbol, yet it's tantalisingly off-limits, being the other side of a closed border with Turkey, so that Armenians see it as a constant reminder of past glories and past atrocities - most especially the killing of around 1.5 million Armenians by the Ottoman Turks in 1915/16. 

Such emblems, memories and history matter here, because they speak to years of complex relations with the other states of the volatile South Caucuses. 

The latest crisis to hit the country comes in the wake of last April's four-day flare-up in a semi-frozen conflict with neighbouring Azerbaijan about Nagorno-Karabakh , a disputed region claimed by both parties and the subject of a bitter six-year war between the two nations in the late 1980s and early 90s. 

Having recently spent $5bn on state-of-the-art weapons, Azerbaijan made significant inroads and captured precious territory. To rub salt in the wound, the new arms that led to Azerbaijan's success had actually been bought from Russia - Armenia's long-standing regional ally. 

Yerevan-based political scientist Irina Ghaplanyan explained the relationship to Russia: "From its inception the Armenian political arena was saturated with ... a strong narrative that we need to survive at any expense, given the geopolitical situation, and talking about Russia as the only strategic partner to be trusted." 

But following the April flare-up, as this once "special" relationship suddenly seemed less reliable, many Armenians struggled to understand why President Serzh Sargsyan was still so determined to maintain close relations with a Kremlin that appeared to flirting with the idea of changing sides and supporting their old enemy. 

This unhappiness had been compounded by growing discontent among the country's army veterans. Armenia is intensely proud of its "victory" in the Nagorno-Karabakh war with the much larger Azerbaijan, and those who fought are generally venerated. 

They certainly make up an influential cross-section of public opinion. But now, with many veterans living in penury, political and strategic decisions that seem to negate their contribution and importance to the state's affairs, or indeed diminish the near-sacred significance of Nagorno-Karabakh, are taken badly amiss. 

The country's economy has been struggling for years and one third of Armenia's population live below the breadline. Allied to concerns about the current administration's apparent enthusiasm to cling on to power and the violent suppression of peaceful protests this summer, it's perhaps not surprising that many feel that even more turbulent times lie ahead. And the president's enemies are keen to capitalise on that sentiment. 

Alec Yenikomshian is a member of the Founding Parliament Movement, an ultra-nationalist group that includes many war veterans. 

"Since under this regime it is impossible to hold genuine elections, Founding Parliament considers that civic disobedience of the citizens of Armenia should topple the regime and establish a genuine democratic and sovereign country," he says. 

When this summer rumours spread that Moscow wanted Armenia to relinquish more lands around Nagorno-Karabakh and the president declared that the territories lost during the April war were of no tactical or strategic importance, it was too much for the charismatic leader of Founding Parliament, Jirair Sefilian. 

According to Yenikomshian, Sefilian, a veteran of the six-year war, said publicly: "OK, it is your responsibility as president of Armenia to be the guarantor of Armenian land. You do not do it, so I myself am ready to do it." And he reportedly called upon his ex-comrades in arms of the Karabakh war to retake those territories. 

A month later Sefilian was jailed on charges of possessing weapons and organising mass disturbances - as a prelude, the government claimed, to an attempted coup. 

Within weeks, the country was in the grips of the hostage crisis when armed men seeking Sefilian's freedom seized the Erebuni police station, killing one person and taking nine hostages. 

What surprised many was the outpouring of public support for the armed group's demands, not just the release of Sefilian but also the resignation of the president. Peaceful protests grew until some 20,000 people were demonstrating in the capital. 

State forces responded aggressively with stun grenades, indiscriminate beatings and mass detentions. 

According to a plethora of NGOs, 100 people were hospitalised after the police used excessive force; 33 civilians received fractures; 47 had shrapnel wounds; seven civilians had burns; and a teenager lost his eye. 

The siege ended after two weeks when the gunmen surrendered and the crowds dispersed. But the crisis is far from over and the wounds are taking a long while to heal. 

When we were granted an interview with President Sargsyan to ask him about these issues, we found him in no mood to compromise to those he clearly saw as disruptive elements. 

"Is there a country which does not have an aggressive minority?" he asked. "It's obvious that there are discontented people in our country, and maybe the most discontented are the representatives of civil society, and they have given their assessment, which does not mean it's objective." 

He was even more scathing about those behind Jirair Sefilian: "I need to tell you that their demand was not just about releasing the person you mentioned, but making him Armenia's dictator." 

Parliamentary elections are scheduled for next May. Although Sargsyan's final term as president will shortly end, a controversial new constitution changing Armenia from a presidential to a parliamentary democracy could in theory enable him to prolong his grip on the country by becoming its first prime minister. 

When asked, he refused to confirm whether he intended to run for PM, saying: "You know, I find it too early for these conversations." 

Time, as they say, will tell.

Pizza wars: flatbread becomes latest battlefield in Turkey-Armenia dispute

Earlier this month, a Turkish newspaper reported that a new crisis was brewing between troubled neighbors Turkey and Armenia. The disputed issue this time is a popular foodstuff called “ lahmacun ” in Turkish and “lamadjo” in Armenian. According to the report, the Armenians had launched an international drive to promote it as an Armenian dish, opening two restaurants in Russia. The report sparked indignation among Turks, who also claim ownership of the dish, which is a thin piece of dough, topped with minced meat, vegetables and spices, ideally baked on a wood fire. Some television programs even took it upon themselves to explain why it was Turkish food. 

The notion of food threatening diplomatic tensions may sound amusing, but Turkey and Armenia are already involved in a similar row on an international level over lavash, a thin flatbread similar to a tortilla. The crisis began after Armenia had lavash inscribed on UNESCO’s List of the Intangible Cultural Heritage of Humanity as “an _expression_ of Armenian culture” in 2014. The decision drew protests from Turkey and other regional countries . Earlier this year, Turkey, Azerbaijan, Iran, Kyrgyzstan and Kazakhstan submitted a joint file to UNESCO , presenting lavash as a regional culinary heritage. The issue will be now discussed at UNESCO’s Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, scheduled to meet Nov. 28 in Ethiopia. 

Armenia’s lahmacun drive is also triggering counterattacks. Fatma Sahin, the mayor of Gaziantep, told Al-Monitor that the city, famous for its rich cuisine , had already won a spot on UNESCO’s Creative Cities Network in the field of gastronomy , and would lay claim to lahmacun as well. 

Ironically, lahmacun is contested not only internationally but also between several regions in southern Turkey. Gaziantep, Adana and Sanliurfa have been locked in a long-standing rivalry over ownership of the dish. These days, Gaziantep, which borders Syria and has been the scene of Islamic State attacks , seems to be ahead in promotion efforts. Struggling to shake off its newly acquired image as a violence-plagued region and in an effort to revive tourism, the city is promoting lahmacun as “Turkish pizza.” 

“To our foreign guests, we promote this delicacy as Turkish pizza. They like it very much, as it is both healthy and filling,” Sahin said. “This taste is utterly special to the Gaziantep cuisine, and what makes it different is the spices of the region. The lahmacun is otherwise consumed across Turkey, but ours is the most delicious one. You can’t have the same Gaziantep lahmacun anywhere else. I hope we’ll have it patented in the shortest possible time.” 

Turkey’s culinary tensions are not with Armenia only. With Greek Cypriots, for instance, tensions have surrounded halloumi cheese, a hallmark of the Mediterranean island of Cyprus, which has been divided between its Greek and Turkish communities for over four decades. In 2014, the Greek Cypriots applied to the European Commission to secure protected designation of origin status for halloumi, or “hellim" in Turkish, drawing angry reactions both from Turkish Cypriots and Turkey. A year later, the issue arose on the agenda of peace negotiations between the two Cypriot sides, and the EU hailed a “ common understanding ” reached on the issue as a sign of the parties’ willingness to “build confidence.” Similar disputes have taken place over baklava, raki and olives between Turkey and Greece. 

One easily notices that the food spats always involve nations with which Turkey has historical tensions. Haberturk’s diplomacy correspondent, Bahar Bakir — who reported about the lahmacun unease — stressed the commercial aspect of the disputes. 

“The problem of food registrations has become a new crisis domain between nations. Countries that have political disputes are competing in other realms as well. … Serious trademark wars are underway around the world,” Bakir told Al-Monitor. 

In Turkey’s neighborhood, she noted, the competition is especially heated as nations have a lot in common in their heritage. “The [contentious] products are actually regional products, meaning that the dishes belong to everyone. Yet, they are being registered by whichever nation takes action first,” Bakir said. “Turkey has a lot of registered trademarks, but some countries are leaving Turkey behind. And in a region where tensions are already running high, this leads to new crises — even if soft ones.” 

For Turkey, the culinary spats come atop heavy historical baggage, including wars and population exchanges with Greece and a genocide row with Armenia. Though trademark wars have emerged as a new realm of rivalry in modern times, one should note that the disputed dishes often serve as a vessel for cultural connection as well. Trademarks may be important, but in a region so closely intertwined in cultural terms, drawing lines between cuisines and other traditions is not easy after all. 

Turkish chef Murat Hayran, whose team of professional cooks often represents Turkey at culinary events abroad, says many dishes share the same name but often differ in their ingredients and taste. 

“Once, we took part in a Turkish Week event in Greece and put stuffed vine-leaves, baklava and mastic pudding as Turkish dishes on the menu. The Greeks said those were not Turkish but Greek dishes. And they were really the same dishes with the same names, but their ingredients and the way they were served were different,” Hayran told Al-Monitor. 

The chef’s trip had other surprises as well. “As we took a walk in the streets, I heard the sound of bagpipes. I was so surprised that we shared not only dishes but also music,” he said. “Then, I sat down at a cafe and a Greek man invited me to his table. When I told him I was Turkish he started talking about Istanbul, and it turned out we had even common acquaintances.” 

Hayran is fine with the shared heritage but believes Turkey should do more to promote its cuisine. “In a region with so many things in common, the common dishes are only natural,” he said. “The problem here is that Turkey lags a bit behind in promotion. We should be more aggressive in promoting our dishes, cheeses and other delicacies.”

Armenian soldier killed by adversary in Karabakh

STEPANAKERT. – The adversary continued violating the ceasefire regime in different sections of the Line of Contact between the Karabakh-Azerbaijani opposing forces Wednesday. Apart from rifle weapons, the Azerbaijani armed forces used AGS-17 grenade launcher and SPG-9 recoilless gun in the northeastern direction (Talish). 

Nagorno-Karabakh Republic (NKR) Defense Army serviceman Gurgen Avetik Ayvazyan (born in 1996) sustained a fatal firearm wound at around 5:00 pm Wednesday, at a protection area of a military unit located in the northeastern direction of the Defense Army. 

Investigation is underway to find out the details of the incident. 

The NKR Defense Army shares the grief of the loss and extends its support to the soldier’s family members, relatives and fellow servicemen.

Less Armenians perceive Russia as a friendly nation

According to the findings of a yearly research conducted by Eurasian Development Bank's (EDB) Centre for Integration Studies, there was a noticeable decline in the perceptions of Russia as a friendly country in Armenia - from 86% in 2015 to 69% in 2016. In 2014 it was the highest among former Soviet republics standing at 87%.

"In all likelihood, the decline was prompted by the position of Russia on the Armenian-Azerbaijani conflict over Nagorno-Karabakh that saw a series of upsurge in violence over the last two years , as well as a significant increase in the price of electricity supplied by Russian-owned companies", - according to the study.

It says also that in 2016, an average of 82% of respondents in Armenia, Belarus, Kazakhstan, the Kyrgyz Republic, Moldova, Russia and Tajikistan considered neighboring CIS countries as friendly. The lowest trust for post-Soviet countries was demonstrated in Moldova (65%, however compared to 58% in 2015) and Armenia (a decrease from 87% to 72% over the year). While in Moldova the tendency for downgrading the friendliness of other CIS countries, which began several years ago, has shifted to some extent, Armenia's indicator was the lowest over five years of observations.

In the CIS region, Russia remains the friendliest country as viewed by the respondents from the seven countries under consideration. As before, the highest result for this question was recorded in the Kyrgyz Republic (89%), Tajikistan (82%, despite a decrease by 8 percentage points from the previous year), Belarus (82%), and Kazakhstan (81%). The study says also that the perception of Georgia by Armenians as a friendly nation has slashed from 27% to 13%.

The share of respondents in Armenia who found it difficult to provide clear answers was the highest- at 20%. Of them 18% believed that there are no friendly countries at all. The figure for Russia is 16%. It is followed by Moldova (14%) and Belarus (13%).

EDB experts emphasize that the EDB Integration Barometer provides valuable information about citizens' preferences of products from neighboring countries, labor migration, and social and cultural ties. For example, the survey also studied whether people had actual communications with family members, relatives, friends and colleagues in other countries. Approximately 60% of the respondents said they had personal connections in post-Soviet countries. This confirms that the CIS region remains highly integrated in social terms.

The research has been conducted by the EDB Centre for Integration Studies since 2012 in partnership with Eurasian Monitor, an international research agency. -0-

New Armenian PM Defends EEU Membership

Armenia's recently appointed Prime Minister Karen Karapetian believes
it was the right decision for the country to join a Russian-led trade
bloc despite what critics see as the absence of immediate economic
gains from the move.

"Did we need to accede to the Eurasian Economic Union (EEU)?... I
think we did, because thus we become a member of a club where the
market is growing and can realize our potential as much as possible,"
said the former Gazprom executive in an interview with four leading
television channels over the weekend.

Armenia decided to join the Russian-led economic grouping that
currently also includes Belarus, Kazakhstan and Kyrgyzstan in
September 2013, less than three months before it was to have initialed
an ambitious association and free trade area agreement with the
European Union that would presumably have opened up prospects for a
greater political and economic integration with the 28-nation bloc.

Since then Armenia's successive governments have defended the policy
as economically sound amid arguments from opposition groups and some
business circles that it actually hampered the economic growth of the
country that unlike most of its former Soviet partners did not possess
vast natural resources and, therefore, was effectively put, by the
trade and customs agreements, in less beneficial conditions in terms
of its ability to export goods.

In the October 22 interview Karapetian, in fact, agreed that Armenia
has so far failed to make the most of its membership in the EEU. At
the same time, he argued that the country may have been worse off
without it.

"We haven't yet made any analysis as to what would be the situation if
we hadn't acceded [to the EEU] in conditions of an ongoing crisis," he
said. "Imagine what would happen to our products if we had not joined
the EEU. There is not any accurate analysis made so far."

At the same time, the head of the Armenian government stressed that
membership in the EEU did not stop Armenia from working in other
markets. "We have a great potential to get to new sales markets, while
the EEU is not an impediment at all. Therefore, we can take advantage
of our membership in the EEU. Success largely depends on us. If we do
not use that much, we at least should not put the blame on
others. After all, we do not make friends against others, do we?" the
Armenian premier said.

Karapetian acknowledged that some of the products made in Armenia may
not be competitive in the EEU market due to higher taxes, energy and
transportation costs, but suggested that "it is up to businesses to
determine which products might be competitive based on our complex
logistics and objective situation."

The new Armenian prime minister used much of the interview to talk
about plans of his cabinet to encourage more investments in Armenia's
economy and fight against corruption, which are part of the new
government program overwhelmingly approved by the country's
legislature last week.

Representatives of a number of opposition groups have been skeptical
about the ability of the new cabinet to curb government corruption
that they believe is largely underpinned by oligarchy and monopolies.

Pledging to create a level-playing field for all entrepreneurs in
Armenia, Karapetian, at the same time, stopped short of excluding the
presence of monopolies in certain sectors of the country's economy. "A
small market will sooner or later lead to monopolies in certain
sectors. We may have dominant businessmen in specific areas, because
they work more effectively and so on. The question is how they become
dominant. If administrative leverages are used for that purpose, then
we will have a case of injustice," said Karapetian, adding that
anti-trust services should not necessarily put pressure on businesses
that manage to gain some dominance in the market in a "natural
competitive field."

In the matter of attracting foreign investors Karapetian said that
while his government will still want to encourage Diaspora Armenians
to invest in Armenia, "the rules of the game are going to be the same
for everyone - Armenians, Chinese or others."

Turkish FM voices concern over French ban on denial of Armenian genocide
ISTANBUL

Turkish foreign minister voiced concern Monday over the French
senate's recent adoption of an amendment that bans the denial of the
Armenian genocide.

Speaking at a joint press conference in the capital Ankara alongside
his visiting French counterpart Jean-Marc Ayrault, Foreign Minister
Mevlüt Çavuşoğlu said the recent ban was limiting the freedom of
expression.

"The voting shows us that our concern is shared by many French
lawmakers and senators as it was adopted by a little difference in
votes," Çavuşoğlu said.

"The core values of the European Council such as the freedom of
expression and the superiority of law is binding for all European
countries. We hope that the French constitutional council overturns
the law," the top diplomat added.

Turkey denies the alleged Armenian "genocide", but acknowledges that
there were casualties on both sides during the events during World War
I.

In Turkey's view, the deaths of Armenians in eastern Anatolia in 1915
occurred after some sided with invading Russians and revolted against
Ottoman forces. A subsequent relocation of Armenians resulted in
numerous casualties.

Turkey describes the 1915 events as a tragedy for both sides.

Ankara has repeatedly proposed the creation of a joint commission of
historians from Turkey and Armenia plus international experts to
tackle the issue.

Anger as Berlin scraps Turkey concert on Armenia 
genocide
Germany's foreign ministry Tuesday scrapped a planned symphony performance on the Armenian "genocide" in its Istanbul consulate, sparking accusations that it was caving in to Turkish pressure.

Berlin and Ankara have rowed intensely this year over the sensitive historical question, badly bruising relations between the NATO partners at a time the EU is relying on Turkey's help to contain massive refugee flows.

The Dresden Symphony Orchestra had sent out invitations for its performance of "Aghet", about the Ottoman Empire's World War I-era massacre of Armenians, saying it aimed to "heal the wounds of the Turkish and Armenian past".

Armenians have long labelled the 1915-17 killings that left some 1.5 million of their people dead as genocide, while Turkey argues it was a collective tragedy in which equal numbers of Turks and Armenians died.

The Dresden Symphony Orchestra had sent invitations to the November 13th show to Turkish President Recep Tayyip Erdogan, Prime Minister Binali Yildirim, Foreign Minister Mevlut Cavusoglu and Minister of Culture Nabi Avci, German media reported.

But a German foreign ministry source said in a short statement Tuesday that "the facilities in the consulate are not available on November 13th".

"The invitations to the event were issued without the foreign ministry's involvement."

German opposition politicians quickly mocked Chancellor Angela Merkel's government and Foreign Minister Frank-Walter Steinmeier for apparently giving in to Erdogan's government.

"Another kowtow by Merkel + Steinmeier before Erdogan," tweeted Sarah Wagenknecht, co-leader of the opposition far-left Linke party.

"Embarrassing! Is government policy being directed from Ankara?"

Relations long strained over disputes on civil rights questions in Turkey took a dive after the German parliament in a June resolution declared the Armenia massacre a genocide.

Turkey for months blocked German parliamentarians from visiting German troops at a NATO base in southern Turkey, until Merkel's government publicly clarified that the vote was non-binding.

Germany is home to a three-million-strong ethnic Turkish population, the legacy of a massive "guest worker" programme in the 1960s and 1970s.

As Europe's top destination for refugees last year, Germany has relied on an EU-Turkey agreement designed to stop the massive influx of people fleeing war and poverty.

Another major row was sparked by German TV comic Jan Böhmermann who in a so-called "Defamatory Poem" satirically accused the Turkish president of bestiality and paedophilia, sparking a criminal complaint by Erdogan.

Warlick Told Bitter Truth

The April war took many lives but none of the sides should blame the other, the American co-chair of the Minsk Group James Warlick announced on October 25 in Yerevan when the Armenian journalists asked him that the co-chairs have not condemned the Azerbaijani aggression in April yet.

It is clear to everyone that Azerbaijan started the April war. Of course, the Armenian side wants the Azerbaijani aggression to be condemned duly, to have everyone express a clear stance on Azerbaijan’s step.

On the other hand, however, beyond fairness and morality, one has to be aware that as a country and a society we are dealing with a multi-layer and complicated system of international politics and we have to be adequate to it.

In this sense, it is notable to the world that the Armenian journalists may ask the Minsk Group co-chairs such questions and they never ask different Russian officials visiting Armenia any questions that contain badly disguised claims to condemn the Azerbaijani aggression.

As long as the Armenian society has not put forth its questions to the country which is considered its strategic ally, demanding adequate behavior, questions asked to any international subject or format, whether diplomatic and political or any public format and level will not have adequacy and weight.

Warlick has clearly hinted, announcing that the sides should not blame each other. This is a transparent hint to the Armenian side, its behavior both before and after April. In the long run, the Armenian side has had its role in maturing and strengthening the Azerbaijani aggression with its inadequate foreign policy and ineffective diplomacy.

When did Azerbaijan start intensifying the ceasefire violations, increasing calibers of weapons, moving on to large-scale actions, including the downing of unarmed Armenian helicopter during a training flight? When Armenia took a u-turn from the association agreement to the Eurasian Union overnight, actually demonstrating to what extent it is subject to Russia’s influence, demonstrating that Russia’s, not Armenia’s interests and security are dominant on the orbit of its interests.

The Armenian establishment, both government and non-government, having performed this u-turn, announced that they did it for the sake of security of Armenia.

Afterwards, however, the challenges to the security of Armenia were increasing, Azerbaijan’s breaches were growing in caliber, aggression increased. At the same time, Armenia was humiliated politically in the EEU, through organizing readings of Aliyev’s letters and supplying weapons worth billions of dollars to Azerbaijan.

Russia has had a fundamental role in the increase of Azerbaijan’s aggression, while the Armenian foreign minister Nalbandyan declared him the only ally. The only ally was supplier N 1 for the enemy that threatened Armenia with a war. This sole ally did not even try to condemn any attempt at Azerbaijan’s aggression.

Over this period the Armenian government and the so-called non-governmental opposition was busy handing the sovereignty of Armenia to Russia; the government did it to keep its positions, and the non-government did it to appear in government through offers of better service to Russia.

The so-called political system of the Armenian government and non-government was busy with clownery for two or three years the tragic consequences of which would be born and the nation would be saved from the disaster of clownery by the soldier and officer of the Armenian armed forces.

Warlick merely hints at the bitter truth that nobody should be accused because a fatal role in all this was played by Armenia’s foreign policy has had absolutely nothing to do with the problems that the Armenian armed forces were facing.

Hence, it is not accidental that during the April war the armed forces were forced to edit the mistakes of the foreign policy at the cost of their lives, as well as deal with foreign policy to secure themselves from the rear.

And when after the April war they speak about drawing lessons from mistakes, one of the most important conclusions is that the foreign policy of Armenia must stem from the logic of problems facing the Armenian armed forces to ensure that the soldiers and officers of the Armenian army, as well as volunteers do not have to pay a high price to correct the mistakes of inadequacy of that policy and not to allow them to end up in a disaster for the state.

The Armenian midfielder has only played 107 minutes of Premier League
football this season despite being one of Mourinho's marquee signings

Former Manchester United midfielder Owen Hargreaves is staggered by
Jose Mourinho's snub of Henrikh Mkhitaryan.

The Armenian midfielder was one of Mourinho's marquee signings when he
took over at Old Trafford this summer, spending over £30million on his
services.

But he has since only made four Premier League appearances - with only
one of those coming from the start - to give him only 107 minutes of
game time.

BT Sport pundit Hargreaves says he is shocked by Mkhitaryan's omission
from the team.

He also believes that the 27-year-old former Borussia Dortmund star's
confidence will have been significantly hit by being left on the
bench.

"He needs to play, I can't believe that he's not getting a look-in. He
would be a banker in my starting XI," Hargreaves told Squawka.

"He had a slow start at Dortmund too and he was the players' player of
the year last season. He got 23 goals and 32 assists, which is
staggering numbers.

"This wasn't in a terrible league against pub teams and I can't think
of anybody who could put up those numbers besides Messi and Ronaldo.
He's a top player and we haven't seen it yet at United."

Mkhitaryan is in contention to return to the starting XI on Wednesday
night against Manchester City in the EFL Cup.
