Azerbaijani Ombudsman Considers Groundless the Accusation by Migration
Service of Armenia

Azerbaijan, Baku, 21 June/ corr. Trend News I.Alizade / Ombudsman of
Azerbaijan, Elmira Suleymanova, considers groundless the lawsuit on
$5mln which is envisaged to be made by the migration service of
Armenia with regards to Azerbaijan.

`The Armenians residing in Azerbaijan took their key
properties while leaving the Country. They removed, selling their
properties left in Azerbaijan,
' Suleymanova briefed the
media on 21 June in Azerbaijan's city of Guba.

The migration service of Armenia states that the Armenians leaving
Azerbaijan lost key part of their properties, and as a result, $5mln
material damage was inflicted to them. Due to it, the service plans to
submit a lawsuit against Azerbaijan to the International Court.

Suleymanova said that according to official data, as a result of
military aggression of Armenia, $60bln damage was inflicted to
Azerbaijan.

`As a result of this aggression, the Azerbaijanis incurred
ethnic cleansing, and serious damages were inflicted to the
environment and nature of Azerbaijan. The losses of Azerbaijan as a
result of the Nagorno-Karabakh conflict are inestimable,'
Suleymanova said.

Nearly 1mln Azerbaijanis incurred ethnic cleansing in Armenia in
1988-1989. [please note that this includes the Armenians who fled Azerbaijan]

The conflict between the two South Caucasus countries appeared in 1988
due to Armenian territorial claims against Azerbaijan. Armenia has
occupied 20% of the Azerbaijani lands including the Nagorno-Karabakh
region and its seven surrounding districts. Since 1992 to the present
time, these territories have been under Armenian occupation. In 1994,
Azerbaijan and Armenia signed a cease-fire agreement at which time the
active hostilities ended. The Co-Chairs of the OSCE Minsk Group
(Russia, France and USA) are holding peaceful negotiations.
STATE PROGRAM ON PROVISION OF APARTMENTS TO REFUGEES
TO BE IMPLEMENTED IN YEREVAN THIS YEAR

camps despite their oil riches]

YEREVAN, JUNE 21, NOYAN TAPAN. The state program on provision of
apartments to persons deported from Azeraijan has been implemented in
Armenia for 4 years. By the program, refugees are given certificates
for apartment purchase. 3.1 bln drams (about 9.45 mln USD) has been
allocated from the state budget for the program's implementation in the
past 3 years. The head of the Migration Agency of the RA Ministry of
Territorial Administration Gagik Yeganian announced at the June 20
press conference that 1,041 out of the 3,370 most vulnerable refugee
families - program beneficiaries have received certificates. 774 of
these families purchased apartments. The rest have not yet purchased
apartments for various reasons. One reason was that the value of the
certificate did not correspond to the prices of property sold in the
given area.

G. Yeganian said that this year the program will be implemented in
Yerevan, for which 815 mln drams was allocated from the state budget.
There are about 1,100 families in need of an apartment in Yerevan.

Since 1994, more than 5,200 cottages and detached houses have been
built in Armenia for refugees with funds of the UN High Commissioner
for Refugees (UNHCR), the Norwegian Refugee Council (NRC) and other
international donor organizations.

The close ties of political and business structures in Armenia hinder
establishment of transparent and democratic state institutions, says
the Freedom House Report 'Nations in Transit 2008> published Tuesday,
RFE/RL reports.

Election rigging raises public distrust in the authorities and
political and civil activity, the report says. The authors of the
report believe that the unsettled Nagorny Karabakh conflict scares away
foreign investors, hinders diversification of trade and involvement
in regional projects. The report outlines a positive factor i.e. the
comparatively positive establishment of macroeconomy and 13% GDP
growth in 2007. Poverty is reduced, however, many experts say the
population has not yet tasted the fruits of macroeconomic successes.

Freedom House experts evaluate every country by a 7-point scale on
the basis of 9 key criteria. The election process in Armenia was
evaluated at 5.50 points. In 2006 this indicator made up 5.75 points.

The developments of the year 2008 will be reflected in the report
for 2009.

The source reports that a number of indicators were left the same
as a year ago: Civil structure - 3.50; Independent press - 5/75;
State Democratic Government - 5.25; Local Democratic Government - 5.50.

Justice System and Independence was down from 5 to 5.25. Corruption
and Democracy were left unchanged - 5.75 and 5.21 respectively.

Work begins to restore old Armenian cemetery

WORK for the reconstruction of the derelict old Armenian cemetery near
the Ledra Palace is to begin in earnest next week.

A contract has been granted complete the renovation and construction of
the cemetery, the tombs, the exterior wall as well as the chapel in the
cemetery.

Back in 2006, the Armenian Prelature had started digging up graves in
order to put remains together in a new communal grave in the new
Armenian cemetery on the outskirts of the capital. But the workers
simply started breaking up old historic tombs, damaging headstones and
exposing bones, sparking outrage among the community.

Soon after the municipality delivered a court order stopping the work,
and instructing those responsible to restore the site, but nothing was
done and the cemetery fell into even greater disrepair.

Finally after two years, renovations are now ready to take place.

`The preliminary work is complete, all the permissions are in place,
and the work will be done by architects who are all professionals,'
explained the Armenian representative at the House, Vartkes Mahdessian.
The project was awarded two weeks ago. `They will start work 100 per
cent next week,' he said.

The whole project was made possible by a subsidy that was received from
the Cyprus government, as well as a big amount contributed by the
Armenian Church. It is foreseen that the completion of the cemetery
will be complete in about twelve months.

Mahdessian said: `The boundary wall will be restored again, the small
church will be renovated, all the graves will be back in their original
places and the ones that are unidentified will all be placed in a
common grave, which will have all their names inscribed.'

`This will be something we as Armenians and Cypriots will be proud of,'
Mahdessian added.

THE WOLF ATTACKED TWO ELDERLY PEOPLE AND TRIED TO TAKE
AWAY 3-YEAR-OLD BOY

The female wolf attacked three people of the villages of Artashen and
Aknaghbyur of the NKR region of Hadrut. The correspondent of the Regnum
Agency in Stepanakert reports that the father saved three-year-old
Mher Arzumanyan from Artashen by miracle, who rushed into the cave
where the wolf had taken the child from the backyard of their house
where the baby was playing with another baby. After first aid at the
regional hospital the child was taken to Stepanakert with injuries
on the neck. Doctors say the child is safe now.

And in the neighboring village of Aknaghbyur the female wolf attacked
Armik Khanyan, 62, who saved the life of the 12-year-old child. Khanyan
was badly injured, and is now at the republic hospital. He will
undergo surgery and lasting treatment. The wolf also attacked Alexander
Osipyan, an 82-year-old man from the same village, who got some light
injuries and is now getting a treatment at the regional hospital. The
local hunters have shot the wolf but the people of the village say
a pack of wolves is wandering around the villages, Regnum report.

There has been a joint venture between Carolyn Puzzovia in Lincoln and Edik Ghabuzian in Yerevan to create Pomegranate fonts, named after one of the national symbols of Armenia.
The intention of these fonts is to make a range of readable and beautiful OpenType fonts which incorporate both Latin and Armenian characters.available for both PC and Mac users.
All this work honours the memory of the Saint Mashtots, the Armenian cleric who devised the unique alphabet for the people of Armenia in 405AD - over 1,600 years ago - a vital development for Armenian cultural identity.

Serzh Sarkisian: `Armenia Shall Overcome'

In comments sent to the RFE/RL Headquarters in Prague, Armenian
President Serzh Sarkisian says that Armenia will overcome the situation
created in the country. Below we present the commentary in full:

`Armenia made European headlines for two reasons in the past few months
-- one bad and one good.

The first was unrest in our capital after presidential elections in
February; the second was a meeting between myself and my neighboring
Azerbaijani counterpart on June 7.

Both emphasize that Armenia is very much a country in transition, within
Europe's neighborhood. Despite the numerous obstacles in our way,
however, Armenia is deepening its reforms and strengthening its
democratic institutions as part of a path toward sustainable good
governance.

Postelection disagreements among parties led to an opportunity for me to
work to bring together a wide political coalition, incorporating four of
the five factions represented in parliament. An important part of that
coalition's mission are the large-scale democracy-oriented, social, and
economic reforms we are implementing at the moment. We are working
together to comply with the letter and spirit of Resolution 1609 of the
Parliamentary Assembly of the Council of Europe (PACE) on the
functioning of democratic institutions in Armenia.

Concrete Changes

Tangible reform steps in line with international standards include:
-- Amendments to liberalize the Law on Conducting Meetings, Assemblies,
Rallies and Demonstrations,
-- Broadening the rights of the parliamentary opposition through
concrete legislative changes, guaranteeing an inclusive role in the
political system and decision-making processes,
-- The drafting of a comprehensive amendment package to the electoral
code in line with Organization for Security and Cooperation in Europe
recommendations, which includes provisions for participation of intra-
and extraparliamentary parties,
-- Significant legislative changes to the TV and radio law.
All of these reforms are conducted with positive expert assessment by
the Council of Europe's Venice Commission.

These are, by any measure, decisive steps towards long-term reforms that
will address the discontent that emerged after recent elections and
guarantee more freedoms for the people of Armenia. We welcome any
proposals from the European Union and the upcoming French presidency on
supporting this reform process and ensuring that it is implemented
effectively.

Independent Findings

Above and beyond PACE recommendations, we have embarked on major law
enforcement reform, and a parliamentary ad hoc committee that includes
all factions of the National Assembly has been established to
investigate the tragic circumstances of postelectoral events. This
committee will have the widest possible involvement to study all facts
and come up with its own independent findings. Extraparliamentary
groups, civil society institutions, and independent international
experts are encouraged to participate in these efforts.

We, along with PACE's Monitoring Committee, have observed important
progress to date, but there is still much work to be done. Fortunately,
the political will exists within our coalition to carry through with our
ambitious plans. We recognize that our attractiveness as a partner for
Europe and the broader international community is at stake.

History has been cruel to Armenia. Our people have overcome enormous
difficulties, both in the distant and very recent past. But we are
determined that our country will not remain stuck in permanent
transition. Taking our cue from the U.S. civil rights movement, I am
confident in saying that, despite the challenges ahead in terms of our
democratic development, we shall overcome.

As an enthusiastic member of the European neighborhood, Armenia will
eventually ensure that its democratic governance is irreversible.'

Nominee to be US Ambassador to Armenia Refuses to Call WW I-era
Killings Genocide

WASHINGTON (AP) - A U.S. diplomat nominated to be ambassador to Armenia
came under intense questioning Thursday at her confirmation hearing over
the U.S. policy not to label as genocide the World War I-era killings of
huge numbers of Armenians.

Democratic Sen. Robert Menendez, who blocked the Bush administration's
previous nominee over the issue, told The Associated Press that he had
not decided whether also to block career diplomat Marie Yovanovitch.

Menendez questioned Yovanovitch in prosecutorial style during a hearing
of the Senate Foreign Relations Committee about the facts surrounding
the killings of Armenians by Ottoman Turks. Yovanovitch, current
ambassador to the Kyrgyz Republic, explained administration policy, but
would not comment whether she believed genocide had occurred.

Historians estimate that up to 1.5 million Armenians were killed, an
event widely viewed by genocide scholars as the first genocide of the
20th century. Turkey denies that the deaths constituted genocide, saying
the toll has been inflated, and that those killed were victims of civil
war and unrest.

`It is a shame that career foreign service officers have to be brought
before the committee and find difficulty in acknowledging historical
facts,' Menendez said. `It is a ridiculous dance that the administration
is doing over the use of the term genocide.'

At the same time, he expressed admiration for Yovanovitch. After the
hearing, Menendez said he would review her written responses to
questions before making up his mind.

Other Democratic senators also criticized the administration's policy.

The administration has warned that even a congressional debate on the
genocide question could damage relations with Turkey, a moderate Muslim
nation that is a NATO member and an important strategic ally.

In August, the White House withdrew its nomination of career diplomat
Richard Hoagland after Menendez held up his confirmation through a
Senate procedure.

Hoagland's predecessor, John Evans, reportedly had his tour of duty in
Armenia cut short by the administration because, in a social setting, he
referred to the killings as genocide.

Armenian-American groups sought to prevent Hoagland's nomination unless
he made a clear statement affirming the genocide.

Aram Hamparian, executive director of the Armenian National Committee of
America, criticized Yovanovitch's responses in the hearing.

`We were troubled by Ambassador Yovanovitch's refusal to offer any
meaningful rationale for the administration's ongoing complicity in
Turkey's denials,' he said in a statement.

ARMENIAN OMBUDSMAN CONCERNED ABOUT MPS' ARREST

Yerevan, 20 June: Armenian Ombudsman Armen Harutyunyan voiced concern
today regarding the "lack of legal grounds" for the detention of
three Armenian MPs, who are accused of organizing mass disorders in
Yerevan on 1-2 March.

The ombudsman said that the co-rapporteur of the Monitoring Committee
of the Parliamentary Assembly of Council of Europe, John Prescott,
took an interest in the issue of the extension of detention of MPs
Sasun Mikaelyan, Hakob Hakobyan and Myasnik Malkhasyan during his
latest visit to Armenia.

Harutyunyan said he is ready to defend the rights of the defendants,
with regard to whom no investigation is being carried out. He said
the applications of the Prosecutor-General's Office to extend the
detention of the MPs show lack of substantial evidence necessary to
send the cases to court.

The MPs' lawyers said today that their clients do not plead guilty
and refuse to give testimonies.

While commenting on the progress of the investigation into the 1-2
March events, Harutyunyan expressed surprise at the decision of the
Prosecutor-General's Office not to open criminal cases into the death
of the 10 people [killed in the March clashes between the police
and opposition protesters]. He said many questions addressed to the
investigation bodies remain unanswered. "This witnessed to the lack
of a reasonable approach and unwillingness to perceive constructive
criticism," the ombudsman said.

Nominee to be US Ambassador to Armenia Refuses to Call WW I-era
Killings Genocide

WASHINGTON (AP) - A U.S. diplomat nominated to be ambassador to Armenia
came under intense questioning Thursday at her confirmation hearing over
the U.S. policy not to label as genocide the World War I-era killings of
huge numbers of Armenians.

Democratic Sen. Robert Menendez, who blocked the Bush administration's
previous nominee over the issue, told The Associated Press that he had
not decided whether also to block career diplomat Marie Yovanovitch.

Menendez questioned Yovanovitch in prosecutorial style during a hearing
of the Senate Foreign Relations Committee about the facts surrounding
the killings of Armenians by Ottoman Turks. Yovanovitch, current
ambassador to the Kyrgyz Republic, explained administration policy, but
would not comment whether she believed genocide had occurred.

Historians estimate that up to 1.5 million Armenians were killed, an
event widely viewed by genocide scholars as the first genocide of the
20th century. Turkey denies that the deaths constituted genocide, saying
the toll has been inflated, and that those killed were victims of civil
war and unrest.

`It is a shame that career foreign service officers have to be brought
before the committee and find difficulty in acknowledging historical
facts,' Menendez said. `It is a ridiculous dance that the administration
is doing over the use of the term genocide.'

At the same time, he expressed admiration for Yovanovitch. After the
hearing, Menendez said he would review her written responses to
questions before making up his mind.

Other Democratic senators also criticized the administration's policy.

The administration has warned that even a congressional debate on the
genocide question could damage relations with Turkey, a moderate Muslim
nation that is a NATO member and an important strategic ally.

In August, the White House withdrew its nomination of career diplomat
Richard Hoagland after Menendez held up his confirmation through a
Senate procedure.

Hoagland's predecessor, John Evans, reportedly had his tour of duty in
Armenia cut short by the administration because, in a social setting, he
referred to the killings as genocide.

Armenian-American groups sought to prevent Hoagland's nomination unless
he made a clear statement affirming the genocide.

Aram Hamparian, executive director of the Armenian National Committee of
America, criticized Yovanovitch's responses in the hearing.

`We were troubled by Ambassador Yovanovitch's refusal to offer any
meaningful rationale for the administration's ongoing complicity in
Turkey's denials,' he said in a statement.

YEREVAN, June 21 (Itar-Tass) -- An earthquake struck northeastern
Armenia on Saturday. It was recorded at 04:41 local time (03:41 Moscow
time). The tremours measured 5.0 on the 12-point macroseismic scale in
the epicenter, 12 kilometres southeast of Noyemberyan, a district
centre. There were no victims and no destruction.

Residents felt tremors in the district centre of Berd (4.0-5.0) and
the regional centre of Idzhevan (3.0-4.0) located not far from the
epicenter.

ACTIVISTS SLAM TURKISH PUBLISHER'S CONVICTION

ISTANBUL (Reuters) - Activists condemned on Thursday the conviction
of a Turkish publisher under a controversial law which Ankara reformed
just two months ago in a bid to satisfy EU demands for greater freedom
of expression.

Writers' organization International PEN said the conviction of Ragip
Zarakolu for insulting Turkey showed that Ankara's reform of penal
code article 301 was meaningless.

The reform removed a reference to "insulting Turkishness," for which
dozens of writers including Nobel Laureate Orhan Pamuk had been put
on trial -- but it is still a crime to insult the Turkish nation and
state. Justice Ministry approval is now needed to open a case.

"This is a very clear example that the so-called amendment of 301 is
good for nothing. It was just a bad joke
," International PEN chief
Eugene Schoulgin told Reuters, adding that there were more than 80
such cases pending against writers and journalists.

Turkish writers had warned before the April amendment that they would
continue to be targeted by nationalist prosecutors.

"This court decision seems to bear out our worst fears that the
changes to the law won't necessarily make a difference,"
said Human
Rights Watch's Turkey researcher Emma Sinclair-Webb.

The ruling AK Party defended the changes to article 301 saying that
other members of the European Union, which Ankara wants to join,
have similar rules. Brussels welcomed the reform as a step forward
but called for further moves.

Turkey has several other laws limiting free speech and this week a
popular transsexual singer, Bulent Ersoy, was on trial for "turning
people against military service" for comments she made on television,
local media reported.

Publisher Zarakolu was sentenced to five months in jail, convertible
into a fine, but will appeal, Schoulgin said. Zarakolu was not
available to comment.

He was tried for publishing a translation of a book about the Armenian
massacres, which Ankara denies amounted to genocide. George Jerjian's
"The Truth Will Set Us Free" is a call for reconciliation between
Turks and Armenians and tells the story of how a Turk saved the
writer's Armenian grandmother.

Pamuk was also tried for his comments about the Armenian massacres, but
his case was dropped. Armenian-Turkish editor Hrant Dink was convicted
under 301 for his calls for reconciliation between Turks and Armenians
before he was shot dead in Istanbul by a teenage nationalist last year.

OSCE SLAMS TURKEY FOR ZARAKOLU CONVICTION

Freedom of the Media, today condemned the five-month prison sentence
handed down to Turkish publisher Ragip Zarakolu for "insulting the
institutions of the Turkish Republic" despite the fact that Article
301 of Turkey's Penal Code was recently reformed.

"It is disappointing that despite recent changes in the law, serious
obstacles to free speech in Turkey remain. People are still jailed
for publishing peaceful ideas," said Haraszti. "Freedom of debate in
Turkey will increase only if the government stops trying to control
the debate in the first place.

Article 301 must be abolished altogether."

Following a reform of Article 301 in April, the maximum prison
sentence was reduced from three years to two, and the crime of
"insulting Turkishness" was changed to "insulting the Turkish nation".

On 17 June, an Istanbul court found Zarakolu guilty of "insulting
the institutions of the Turkish Republic" for publishing a Turkish
translation of "The Truth Will Set Us Free" by British author George
Jerjian.

The book covers the killings of Armenians in 1915.

"Publishing a book critical about a country's history should not be
criminalized in a democracy. The Helsinki principles, to which OSCE
participating States including Turkey have committed, provide for
the free flow of information and ideas
," said Haraszti, the OSCE
Communication unit reports.

In May 2008, Zarakolu was the recipient of the International Publishers
Association's Freedom to Publish Prize.

TURKEY ACQUITS CHOIRBOYS CHARGED FOR SINGING KURDISH REBEL SONG

A Turkish court in Ankara has acquitted three teenage schoolboys of
"spreading separatist propaganda" after they sang a Kurdish song
during a U.S. tour.

Six younger members of the chorus who face the same charges are to
be tried in a juvenile court.

Prosecutors charged them for singing Ey Raqip, translated as Hey
Guard or Hey Enemy, which they say is a rebel song that promotes the
separatist agenda of the Kurdistan Workers Party or PKK.

The United States and the European Union consider the PKK, which
has been fighting for independence in Kurdish areas of Turkey,
a terrorist organization.

The children's lawyer, Baran Pamuk, said a court ruled Thursday that
his clients, aged 15 to 18, did not intentionally spread Kurdish
propaganda.

He also said it was likely that charges against the younger children
would be dismissed.

In court, Pamuk argued that it was unlikely the children even
understood the words of the song.

The choir, which comes from Diyarbakir, the largest city in the
predominantly Kurdish southeast, performed folk songs in eight
different languages - Assyrian, Armenian, Arabic, English, German,
Hebrew, Turkish and Kurdish - during the World Music Festival in San
Francisco last October.

The choir master claims the chorus sang Ey Raqip at the request of
the audience.

The song predates the PKK, having been written by the Kurdish poet
Dildar (1917-48) in 1938 while he was in prison in Iraq.

However, it is sometimes referred to as the Kurdish national anthem.

The lyrics say, in part, "the Kurdish nation is alive with its
language, cannot be defeated by the weapons of any time. Let no one
say Kurds are dead, Kurds are living."

Prosecutors continue to investigate the director of the children's
chorus.

Amnesty International and the group Freemuse took up the cause of
the choir, saying the case was an effort to suppress free expression.

Turkey has come under intense criticism in the EU over its court cases
against writers and artists, many under laws that make it a crime to
"insult Turkishness."

Turkish-Armenian relations

SIR-Norman Stone’s letter has several points that are simply untrue.
“The great bulk of specialists in the time and region” who refuse to
acknowledge the Armenian genocide, the peak of which was in 1915, are
in fact a handful of people of which almost all names he has
enumerated. Among those who call the things by their names are the
respected International Association of Genocide Scholars (1997 and
2005), 126 scholars of Holocaust (2001), the Nobel Prize laureate Elie
Wiesel and numerous others.

It is erroneous to believe that the Armenians in the diaspora-
primarily a consequence of the genocide- are the only ones who pursue
international recognition. The Republic of Armenia aims at its
recognition, and in the first place by Turkey, not only because it is
our moral responsibility, but also for the very sake of normalization
of relations and reasons of security. Nevertheless, the Armenian
Government does not demand that the recognition be a precondition for
opening the border and establishing bilateral ties.

It is true that a considerable number of Armenians have left the
country, partially because of the ground communications blockade
imposed by Turkey. However, “precipitous decline in population” does
not reflect the precise picture: there are now more Armenians coming
into the country than leaving it. And the GDP growth has been steadily
two-digit over the recent 6 years, without any oil or gas.

It is also true that Armenian businessmen would benefit from open
borders and cooperation, as would their Turkish counterparts benefit.
However, it would be hard for them to do that at the expense of
history: almost every family in Armenia has some kin who were killed in
or banished from Western Armenia. Therefore, we believe the border
should be opened and trade should start while problems can be settled
in a following intergovernmental and public discourse.

As your readers will certainly know well, today in most places debating
the 1915 Genocide the question is no more whether it happened – there
is ample evidence – it is rather how much the recognition affects their
relations with Turkey, a convenient ally of the West in various anti-
or pro- campaigns in time and space.

SIR – Norman Stone is known for both his enthusiastic embrace of Turkey’s
nationalist establishment and his emphatic defence of Turkish policies
towards the Kurds and Armenians. It is therefore not surprising that he
would take the opportunity to attack what he perceives as enemies of Turkey
(Letters, June 7th).
This time, however, he stretches the point. It is not theArmenian diaspora that
is hampering the future of Turkish-Armenian relations. Rather, it is the sad fact
that historians are being harassed by illiberal prosecutors, denied entry to Turkish
archives and targeted by zealous nationalist activists.
Together with authors of fiction, who are investigated and tried for statements
made by their dramatis personae, they would beg to disagree with Mr Stone’s
assertion that the events of 1915 “should now be left to historians”. Someone
who cannot respond to Mr Stone is the Turkish-Armenian journalist Hrant Dink.
He was killed last year for his views on the tragedy of 1915 and his effort to
overcome the wall of hatred separating Armenians and Turks.

SIR – I suspect that you would never have published a letter belittling actual
historic events if the writer were questioning the Holocaust. And yet you didn’t
hesitate to run such a letter when it came to the Armenian genocide, an historical
fact validated by all credible sources.
The Armenian diaspora didn’t magically appear after 1915. The causes were
very simple; forced marches in the Syrian deserts, the looting of an historical
homeland, and rape and murder. Forgive us, Mr Stone, for not being able to let
such a tragic event go without expecting proper reparations for the planned murder
of 1.5m Armenians who lived peacefully in the Caucasus for centuries.

SIR – It is very good to read (“A Caucasian cheese circle”, May 24th) that Turkish and Armenian businessmen are trying, across their closed border, to get something going, even if just a symbolic joint cheese (it is a species of Gruyère, apparently introduced in tsarist Russian times, and not bad).

They need each other. North-eastern Turkey has been doing better in the past few years because of the Baku pipeline and the proposed Kars-Tbilisi-Baku railway line, but would do better still if trade could be properly opened up. On its side, Armenia is a landlocked little country with a GDP per head one-quarter that of Estonia and which has seen a precipitous decline in population since independence (some of it through migration to Istanbul). Co-operation makes obvious sense.

However, the Armenian diaspora has poisoned the relationship by its endless insistence on having this or that foreign legislative body, from Congress to Cardiff city council, “recognise” as “genocide” the tragic events of 1915. But the great bulk of specialists in the time and region, starting with Bernard Lewis at Princeton, are sceptical as to whether “genocide” is the right word for a tragedy in some degree provoked by the Armenian nationalists of the time. The most succinct statement of the problem comes in “The Chatham House Version” by the late Elie Kedourie of the London School of Economics. This is, as the Turkish government says, an historical matter that should now be left to historians. I am certain that Armenian businessmen, desperately anxious for better relations with Turkey, entirely agree.
