Expedition Reaches Mt. Ararat Summit

On July 15, a team of 11 men, including six from Southern California,
two from New Jersey, two from Canada, and one from Fresno reached the
summit of Mt. Ararat. Team `Ararat 11,' a code name that the team had
given themselves would soon be known to all Armenians.

39% WOULD LEAVE ARMENIA FOREVER

The desire to study or take part in a work-study program in another
country or to move to another country permanently is the highest in
Armenia, which has one of the largest diasporas in the world. More
Armenians are estimated to live outside the country than in it. Only
Moldovans are roughly as likely as Armenians to say they would like
to migrate permanently if given the chance, is said in the study
carried by Gallup research center.

According to the survey, 44 percent of polled Armenians would like
to move for temporary work and 39 percent would like to leave the
country for ever.

>From the neighboring Georgia only 14 percent and from Azerbaijan only
12 percent would like to leave their countries.

The second comes Moldova, where 36 percent of the population would
like to leave the country for ever, 53 percent - to move for a
temporary work.

Roughly one in four adults in 12 former Soviet nations say they would
like to move to another country for temporary work (24%) or to study
or take part in a work-study program (25%) if they had the opportunity
to do so. Together, an estimated 70 million desire to migrate for
either of these reasons or for both. Half has many -- approximately
30 million -- would like to leave their countries permanently.

As a result of the survey, it was also found out which post-soviet
countries live on account of assistance from abroad. Tajikistan leads
this list; Armenia is the forth after Moldova and Kyrgyzstan.

The lowest index in this list has Russia; in 2009, only 1 percent of
Russians got assistance from their relatives abroad.

The survey was conducted in the post-soviet 12 republics within 13
thousand people, Liberty radio reports.
TURKEY VIEWS REOPENING OF SURB KHACH AS COMMERCIAL

Director and chief editor of the Van Times newspaper Aziz Aykac said
that 6, 000 families are ready to open their doors to the Armenian
guests arriving in the city to participate in the service in Surb Khach
church on Akhtamar Island. According to him, the Armenian Diaspora
responded positively to the initiative. The number of people wishing
to host Armenians in their houses is increasing day after day.

At present, 6,000 applications have been received from the citizens
of Van.

Aziz Aykac also noted that in the initiative of Agos daily, ten
European journalists have already agreed to cover the reopening of
Surb Khach church. "We expect that 10,000 guests will arrive in Van.

This event will ease the tension in the Armenian-Turkish relations.

Our newspaper will publish stories in Armenian as well," Aziz Aykac
stated, adding that Surb Khach church reopening might be commercialized
and the city of Van should not miss this opportunity.

With September 19 coming, the Turkish authorities are trying to
attract world's attention to their so-called "gesture of goodwill".


ARMENIAN TOURISTS PREFER TURKEY'S SOUTH, EAST

Ignoring the calls of their national press to boycott Turkey, many
Armenians are choosing the Turkish Mediterranean coast for their
summer vacations.

According to travel-agency figures, 50,000 Armenian tourists visited
the southern Turkish province of Antalya in 2009 and such visitors are
from the highest income bracket, according to Hurriyet Daily News &
Economic Review.

Narine Davtyan, the manager of Tez Tour, believes the southern town
of Bodrum, in Mugla province, will dethrone Antalya next year as an
attraction for Armenian tourists. Adding that the tours Tez organizes
to both locations would continue through October. "The prices are
climbing depending on the season. Despite the price increase, there
is not the slightest decline in demand."

Tour prices vary between $500 and $2,000 according to the type and
standards of hotel accommodation, and whether it is full-board or
half-board.

Despite the closed borders and the crippled relationship between the
two countries, Armenians' demand for Turkey trips has also affected
the aviation industry. In addition to regular weekly flights between
Yerevan and Istanbul by Armavia Airlines (the national airliner of
Armenia) and Atlas Jet, tour operators have recently begun flights
between Antalya and Yerevan via Airbus 300 charter planes hired from
Armavia Airlines.

The flights between Antalya and Yerevan occur twice a week, and,
according to tour operators' figures, demand is high. Statistically,
the demand for tours to Turkey is followed by the demand for tours
to Cairo and Sharm el-Sheikh in Egypt, as well as to Dubai.

According to figures by Davityan, Tez Tour has taken 7,000 Armenian
tourists to Antalya: "We started our tours three years ago. Every year
there is a 30 percent boost in demand, and this is really promising."

Valer Muradyan, the manager of Nekevank Tour, confirmed the high demand
for Turkey, adding that the company is taking Armenian tourists to
Antalya twice a week. He said each tour operator has its own pricing
policy, and the prices vary according to the type of accommodation and
the standards of the hotels with which the operators contract. Muradyan
said high agency's prices range between $300 and $500, adding that
tour operators in Armenia have already started making bookings for
next year.

"We only have tours for Antalya, and there is a new demand for Bodrum.

Perhaps we will include it in our program next year. Our tours will
continue through October," he said.

Although beach lovers prefer Antalya and Bodrum, not all Armenians
are after sea and sun for their vacations. Those who look for culture
and history instead favor Istanbul and eastern Turkey. Among the
eastern provinces, the most preferred are Kars, where the ruins of
the ancient Armenian city of Ani are located, and Van, famous for
the Surb Khach Church on Lake Van's Aktamar Island, which opens in
September for one annual service.

The people-to-people rapprochement between Turks and Armenians in
recent years continues to inspire. The Yerevan State Ballet's visit to
Istanbul five years ago, countless artistic exchanges and the women's
volleyball matches that were perhaps overshadowed by the more strategic
(and male) football matches. And we reported in the Hurriyet Daily News
& Economic Review on Armenian-Canadian director Atom Egoyan' interest
in filming a movie here and his friendship with our own Fatih Akın.

All of us at the Daily News have our own anecdote of the human side
of the Turkish-Armenian relationship: The reporter invited home for a
meal in Beirut after an encounter with a policeman who proved to be of
Armenian heritage; the orchestra in a Yerevan cafe that immediately
played "Sarı Gelin," the famous folk song claimed by both peoples
upon discovering the identity of one of our editors; the taxi driver
from Kars ferrying one of our reporters to the famous football match
in Bursa who offered his personal plea for open borders.

Such examples are many. But we still must share the sentiment of Narine
Davityan, a Yerevan tour operator quoted in our story in yesterday's
Economic Review section by our reporter Vercihan Ziflioglu:

"Despite the closed borders, the tourism capacity is fascinating,"
said Davityan, manager of Tez Tour. "I cannot imagine how much it
will prosper once the borders are open again."

Ziflioglu's story was on the fact that some 50,000 citizens of Armenia
last year chose to make their annual holiday in Turkey, most of them
choosing the coastal resort of Antalya. That number is expected to
grow by at least 30 percent during this year's tourist season.

Yes, relations remain frosty, and the border opening initiative of
two years ago is all but shelved. Officially, no diplomatic ties exist
between Ankara and Yerevan. The Kars border crossing has been closed
for almost two decades. And no one can say when this will improve.

But this week alone, two charter flights will carry planeloads of
passengers from Yerevan direct to Antalya, and flights are set to
run through October. Tour operators in Armenia are trying to expand
transport options to Bodrum. And Armenian historical sites in Turkey,
from Akdamar Island in Van to the Ani ruins near Kars, are another
huge draw.

These are not small numbers. Armenians prepared to pay $2,000
for a package tour certainly have other options for a week at the
beach. And the fact these tourist visits occur despite regular calls
in some sectors of the Armenian press to boycott Turkey is all the
more significant.

Like Davityan, we don't exactly know what to make of this beyond
the observation that the phenomenon is fascinating. Diplomacy may
have its setbacks. Politicians may prevaricate and waffle. But it is
clear to us that average Turks and Armenians just want to have normal
relations. They are doing so.
GRAPE HARVEST TO EXCEED LAST YEAR'S INDEX BY 7,000T

Armenian Deputy Prime Minister, Minister of Territorial Administration
Armen Gevorgyan visited Ararat region and held a working meeting with
heads of communities.

During the visit, data on agricultural products and volumes of
their sale during the first half of 2010 was provided to the Deputy
Prime Minister, the press service of the Ministry of Territorial
Administration reported.

In addition, the Deputy Prime Minister and governors of Ararat,
Armavir, Aragatsotn, Tavush and Vayots Dzor regions, as well as
Deputy Minister of Territorial Administration and Deputy Minister
of Agriculture discussed the expected grape harvest and efficient
organization of its purchase process in the aforementioned regions.

The governors were instructed to work jointly with the Ministry of
Agriculture with organizations dealing with purchases to clarify
earlier agreements on volumes and terms of purchase of 2010 grape
harvest.

The grape harvest will exceed last year's index by 7,000t in Armenia
in 2010, according to information provided by regional administrations
and the RA Ministry of Agriculture.

Armenian Bread Price Set For Further Rise

The price of bread in Armenia looked set on Friday to soar further
following the Russian government's decision to ban all grain exports
because of a severe drought that has devastated crops across Russia.


The move, announced by Prime Minister Vladimir Putin on Thursday,
pushed international prices of wheat to the highest level since the
2007-08 global food crisis. They jumped by more than 12 percent in
European commodity markets.

The wholesale and retail prices rose just as drastically in Armenia
where one 50-kilogram sack of flour cost between 9,500 and 10,000
($27.4) on Friday. The rise did not immediately push up bread
prices. They are nonetheless expected to be adjusted accordingly in
the coming days.

`Three days ago I bought first-class flour for 8,500 drams [per
sack,]' said Rafik Sahakian, the owner of a small bakery in
Yerevan. `It costs 9,500 drams today. What is going to happen next?'

Sahakian told RFE/RL's Armenian service that he will have no choice
but to raise the bread price.

Bread prices in the country already rose by roughly 20 percent late
last month. The Armenian government blamed that on a significant
decrease in global wheat output expected this autumn.

Imported wheat, most of it coming from Russia, meets nearly two-thirds
of Armenia's domestic demand estimated at roughly 600,000 metric tons
per annum. The bulk of those imports are controlled by two companies
belonging to government-linked wealthy businessmen.

One of them, Samvel Aleksanian, attributed the latest price hike to
the Russian export ban and its knock-on effects on world food
markets. `I would love to keep the flour price unchanged, but the
market is dictating its terms,' Aleksanian told News.am.

Government critics dismiss such explanations, arguing the importers
are still selling wheat and flour which they purchased earlier this
year or last fall at much lower prices. They say the de facto
monopolization of the local wheat market is the main reason for the
increased cost if what is a key staple foodstuff in Armenia.

`The Armenian society is captive to a handful of individuals,' Bagrat
Asatrian, an opposition-linked economist, told a news conference. `We
are obliged to pay them as much money as they need for being happy.'

The government says the best way to guard against price fluctuations
in international markets is to ease Armenia's heavy dependence on
wheat imports. It approved last month a five-year plans of actions
which officials said will boost domestic wheat output to over 350,000
tons by 2013.

The program puts the emphasis on use of new, more productive sorts of
seeds to be imported from Russia or grown by local agricultural firms.


ARMENIAN FIRE RESCUE TO HELP RUSSIA IN FIRE FIGHTING

The presidents of Armenia and Russia Serzh Sargsyan and Dmitri Medvedev
agreed on the integration of Armenian fire-fighters and rescuers in
the fight against the disaster in Russia, the press service of the
Armenian state reported.

Natural fires are raging in 17 regions of Russia because of the
heatwave and drought.

In seven regions, including in the Moscow region, state of emergency
has been declared due to a presidential decree.

Forty eight people had already been killed.

According to the Ministry of Regional Development of Russia, fires
destroyed in Russia more than 1,9 thousands of homes were left without
shelter more than 3,5 thousand people.

"The Armenian people know how in such situations it is important
to assist friend-countries," Serzh Sargsyan said in the course of a
telephone conversation on Wednesday with the Russian leader.

He offered the assistance of Fire and Rescue Service of Armenia in
extinguishing fires and their consequences.

The President of Armenia reiterated his sympathy and regret at the
human and material losses resulting from natural disaster.

Research Sheds Light On Domestic Violence In Armenia

Almost one in ten women in Armenian has been physically ill-treated by
their husbands or partners, according to government research
commissioned by a United Nations agency.


In what was the most comprehensive ever study of domestic violence in
the country, the National Statistical Service interviewed nearly 2,800
female residents aged between 15 and 59 in late 2008 and early 2009.
Yerevan-based representatives of the UN Population Fund (UNFPA) made its
findings available to RFE/RL's Armenian service on Thursday

They show that 9 percent of respondents said they were occasionally or
regularly beaten in domestic disputes. Another 3.3 percent alleged
sexual abuse, usually accompanied by physical violence, at the hands of
their husbands or boyfriends. A quarter of those polled claimed to have
faced intimidation and other types of `psychological pressure.'

The UNFPA survey identifies `economic violence' as another form of
domestic violence. According to it, 7.5 percent of Armenian women are
not allowed to work, while 8 percent of those having jobs are forced to
give their incomes to their male partners.

`We live in a patriarchal society,' Garik Hayrapetian, deputy head of
the UNFPA's Yerevan office, told RFE/RL, commenting on the results of
the survey.

`The man plays the role of family protector and main breadwinner. That
brings with it a sense that if he is the main breadwinner then he must
have final say, and any objection to that leads to what we have,' he
said.

In another finding emphasized by Hayrapetian, more than half of the
female respondents justified the beating of wives and girlfriends for
infidelity and other perceived serious offenses. Such attitudes are
particularly prevalent among women in rural areas, the UNFPA official
said.

FATHER FRANK’S RANTS - Greatest Briton

Greatest Briton

‘I do not admit the dog in the manger has the final right to the manger, even though he may have lain there a long time. I do not admit that a great wrong has been done to the Red Indians of America, or the black people of Australia. I do not admit that a wrong has been done to those people by the fact that stronger race, a higher grade race...has come in and taken their place.’ Winston Churchill

The ‘dog in the manger’, by the way, meant the Arabs of Palestine, who objected to Zionist colonisation of their land.

In 2003 Winston Churchill was voted the ‘Greatest Briton’ of all time. Now, as Shakespeare puts it, some men are born great, some achieve greatness and others have greatness thrust upon them. Churchill’s own greatness – the son of a Lord, the Prime Minister of a worldwide empire and a much glorified war leader - indeed encompasses all of those. However, in the next five years an orgy of WWII anniversaries is going to be unleashed upon us. Churchill’s name will loom very large in it. Hence it is salutary to remember that being great and being flawed are not incompatible. The greatest Briton’s evidence to the 1937 Peel Commission on Palestine exemplifies that.

The Balfour Declaration of 1917, taken by Zionists as their Magna Charta, promised Jews a national home in Palestine. ‘We did not adopt Zionism entirely out of altruistic love of starting a Zionist colony’ Churchill candidly told fellow Harrovian Lord Peel ‘...we gained great advantages in the war...it was a matter of great importance to this country’. Bloody true. Until 1917 many Zionists recoiled from supporting a Britain allied to a Tsarist Russia notorious for anti-Semitic pogroms. After Balfour influential Zionists agitated to bring America into the war, effectively saving the British Empire from the Huns. With that at stake, cynically selling the Arabs down the river surely was a mere bagatelle, no?

By 1936 the Palestinians were in revolt. Zionist settlers had reached 400.000. Arabs were less than pleased. Lord Peel saw the problem – in his own terms: ‘That terrifies the Arabs, of course. They know they are – I call them – an inferior race in many ways to the Jews...the Jews will rule them financially, culturally and educationally.’ Churchill agreed: ‘Why is there injustice done if people come in and make a livelihood for more and make the desert into palm groves and orange groves? There is no injustice. The injustice is when those who live in the country leave it to be a desert for thousands of years.’

The desert. Interesting how Judaism, Islam and Christianity initially had a lot to do with the desert. But Winston seems to have had a bit of a down on it. ‘You find where the Arab goes it is often desert...where there is now desert would become a really lovely place (thanks to the Jews) and the Arabs would reap the benefit.’ Pity the Arabs did not see it like that. Maybe they just preferred ‘the desert’ to losing their homeland, who knows?

It seems Churchill – unlike another great British imperialist PM, Disraeli - was not quite a fan of Islam. ‘When the Mohammedan upset occurred in world history and the great hordes of Islam swept over those places they broke it all up, smashed it all up. You have seen the terraces on the hills which used to be cultivated, which under Arab rule have remained a desert.’

Sir Horace Rumbold, a member of the Commission, sought to redress the balance a little. He pointed out that the Arabs ‘created a good deal of civilisation in Spain’. Churchill’s reply was curt, lapidary: ‘I am glad they were thrown out.’ ‘It is a lower manifestation, the Arab’ for good measure he added.

The great Briton’s position on the Arabs of Palestine was unambiguous. He set forth a straight argument from military conquest. ‘These Arabs were a poor people...they lived fairly easily in flat squalor... when the war came they became our enemies...but our armies advanced and they were conquered...they were beaten and our disposition...they were beaten out of the place. Not a dog could bark.’

But were not the Arabs Britain’s allies? Lawrence of Arabia and all that? Sir Harold Morris, another member, sought clarification. ‘The Arabs from the Hedjaz were our allies’ Winston countered. But the Arabs of Palestine fought with the Turks, Britain’s enemies. A true and exemplary answer. Only, just a whiff of the old ‘divide and rule’, perhaps? But that’s the way it is meant to be...

The quirkiest passage in Churchill’s deposition for me came when he raised the spectrum or bogey of Britain finding it all a bit too much. He imagined the Brits clearing out and the Italians coming in. ‘They would love to. They would have no trouble at all. They would use ruthless force: they would kill the whole lot of their opponents. They made an offer to the Jews if they could get their support and help they would clear the Arabs out...The Arabs would never get on with the Italians. The Jews could perfectly well manage to do it.’

What a scenario! Today in 2010 Berlusconi’s Italy is a laughing stock and people regard Italians as a jolly and benign bunch, if generally incompetent and a bit corrupt. Think that in 1937 Mussolini’s fascist Italy was thought a confident, aggressive and young imperialism, bent on a campaign of pillage and plunder in Africa! Amazing. How times change! But I disagree with Winston. He thought that Mussolini was very anxious to grab Palestine. The Duce was a big bungler but even he cannot have been as foolish as that. Too much of a hot potato. His real mistake was to think backward, basically peasant Italy could score against the mighty British Empire. That was stupid, stupid, stupid. His downfall followed. Served him right.

To conclude. Some of Winston’s derogatory remarks are simply part of the terminology of the time. What shocks today was once commonplace. All empires – Arab and Ottoman included – have often dealt harshly with subject peoples. ‘What are great empires but bands of robbers?’ lamented St Augustine long ago. He got it right. Greed, robbery and plunder are the engines of all human empires. Nonetheless, the British Empire was probably one of the best - or less bad, at least. But the Palestine imbroglio is still insoluble.

The priest admires Churchill as a writer of great historical books, as a man of culture and a wit. But was he the Greatest Briton? No way. For that I shall stick to King Arthur.

JERUSALEM SENDS 43-YEAR WATER BILL TO CHURCH OF THE HOLY SEPULCHRE

In a reversal of a tradition centuries old, the Church of the Holy
Sepulchre will now have to start paying for its water, the Jerusalem
Post reported Tuesday.

Thousands of tourists and religious pilgrims pass through the church's
mammoth doorway every day, and with temperatures in the three digits
during the summer months, many walk straight to water fountains for
refreshment. This service is offered by the church for free, but that
may not be the case for long.

"We are providing water to the pilgrims and tourist[s] for free," said
doorkeeper Jawal Hussein. "It's not fair. We should not have to pay."

Jerusalem's public water utility, Gihon, is not only asking for the
church to begin paying for water as of this month. Gihon has also
demanded the church pay for all water used since 1967, when Israel
annexed the Old City following the 1967 war.

The Church of the Holy Sepulchre is one of Christianity's holiest
sites, considered by many to be the site of Jesus' crucifixion,
burial, and resurrection.

The water tradition was first set into legal stone by the Ottoman
Empire in 1852 and was later continued by both British and Jordanian
custodians, according to Asia News. But now the power of the Ottoman
Emperor has passed down to the Jerusalem government.

The Church of the Holy Sepulchre is not managed by any one authority
that can answer to Gihon, however. The holy site is managed by a
Byzantine system of power sharing among various Christian sects,
including Catholics, Greek Orthodox, Armenians, Copts, and others.

This network of caretakers is known as the "Status Quo."

"I'm part of the Status Quo," said one Armenian priest who spoke
with Ynet anonymously. "This will be brought up for discussion by
the Status Quo and then we will make a decision."

The Israeli government has tried to interfere in the church's affairs
before. In 1970, the High Court ruled that two small sanctuaries
should be given to Ethiopian religious authorities to oversee. The
court order was never followed by the Status Quo.

It has yet to be seen how the Status Quo will respond to the water
bill. One Franciscan monk argued that the church is "doing a favor to
the pilgrims and tourists" by handing out water. "The government must
be earning something from [their visit]. We are doing them a favor."

The monk did admit, however, that "if the synagogues and mosque have
to pay, then I guess we have to pay as well."

ARMENIA TO IMPORT NEARLY 1500 TONS OF WHEAT SEEDS

In 2010 Armenia is expected to import nearly 1500 tons of high
yielding variety of wheat seeds "Elita". The Government of Armenia has
allocation 558 million drams (nearly$1.5 million) for these purposes,
briefed Gerasim Alaverdyan, Minister of Agriculture, Thursday.

He said that 950 tons of seeds will be purchased in Russia from "Luch"
LLC and another 500 tons from local producers at seed growing centers
in Gyumri and Etchmiadzin and from two private companies. Another 60
tons will be supplied from Russia without compensation for testing.

The minister said that the Government has approved funds for these
purposes as part of the recently approved program of plant growing
and seed production for 2014.

The program will upgrade the self-sufficiency level of the country
in wheat production from the present 37% to 55%. He said that annual
wheat consumption in Armenia is 650-720,000 ton. Local production
for 2007-2009 totaled 254,000 tons, 225,000 tons and 198,000 tons,
respectively. The quantity deficiency is imported from Russia, the
minister said.
Residents of Halidzor village treat longest ropeway's construction
with optimism

The National Competitiveness Foundation of Armenia (NCFA) organized a
contest to choose a name for the longest ropeway leading to Tatev
monastery, as part of implementation of the project on reconstruction
of Tatev monastery complex. Residents of Halidzor and Tatev villages
(Syunik region) wrote essays to present their vision of how the
ropeway will change their lives.

There was no age limit for the contest participants, thus, both school
students and their teachers participated in it. The contest winner,
who offered Eagle Wings name, received a computer.

The contest basically aimed to involve residents of the villages in
the program of tourism development in the region, Press Secretary of
the NCFA Zara Amatuni told journalists.

Head of Halidzor administration Samvel Asryan noted that the ropeway
construction will create new jobs in the village. `Many residents of
the village have migrated since the Soviet times to earn money.
Meanwhile, the problem of employment will be solved now. We treat the
project with optimism,' concluded Asryan.


EGYPTIAN FLYING DOG IN ZOO OF YEREVAN

newpairs of animals, as well as a bride for the Mandrill monkey late
September and early October, according to Director of the Zoo Sahak
Abovyan. He said that the zoo will also get beneta kangaroo, capricorn,
Egyptian flying dog and an ordinary vari monkey. The animals will be
brought from the zoo of Nikolaev city, Ukraine. Sahak Abovyan says
the animals are gained in virtue of a barter of birds.

As to the weather conditions, Sahak Abovyan said that the animals
still bear the hot weather. The Director of the Zoo mention
ed that
no any animal suffered from the hot weather conditions.

THE OVERGROUND PASSAGE OF KHANJYAN-TUMANYAN
CROSS ROAD TO OPEN IN SEPTEMBER

YEREVAN, AUGUST 4, ARMENPRESS: The overground passage being built in
the point were Khanjyan and Tumanyan streets meet will open in late
September. Now the betony filling works are in process. The works
are being carried out with the assistance of Hrayr Hovnanyan of the
"Hayastan" All-Armenian Fund's US Eastern Region.

An official from the fund's public relations department told Armenpress
that the passage will be 2,5 meters high and 25 meters long. It will
be illuminated. The program is being carried out in collaboration
with the Yerevan municipality.

The International Court of Justice (ICJ) Ruled that Kosovo's Declaration of Independence "Did Not Violate International Law"

ICJ LogoThe ICJ, the principal judicial organ of the United Nations, issued its Advisory Opinion on July 22, 2010, by a vote of 10 to 4. Bako Sahakian, the President of the Nagorno-Karabakh Republic (Artsakh) described the ICJ's ruling as an "important event that creates a new political situation" and vowed that his administration will continue the pursuit of international recognition for the Nagorno-Karabakh Republic. The Nagorno-Karabakh Republic Foreign Ministry issued a statement that the "decision has an extremely important legal, political and moral significance and sets a precedent that can not be confined to Kosovo". The Motherland party, the Democratic Party and the Armenian Revolutionary Federation of Artsakh also issued a similar statement.

"Armenia faces new challenges," Ambassador Extraordinary and
Plenipotentiary of Germany to Armenia Hans-Jochen Schmidt told a
press conference. According to him, "it is obvious not for military
experts only."

The Ambassador said that Armenia should assume a peacekeeping
mission, while the regional developments make the Armenian army
focus on the Nagorno Karabakh conflict.

Hans-Jochen Schmidt stressed that Germany's position on regional
processes is neutral, nevertheless, Berlin is concerned over military
expenditures increase in the Caucasus.

"I mean delivery of C-300 zenith complexes to Azerbaijan as well as
use of military planes by Armenia,"
Ambassador said.

Note that according to Russian media reports, Russia is ready so sell
C-300 zenith complexes to Azerbaijan for about USD 300m
. Official
Moscow has neither refuted nor confirmed the information yet. Armenian
and Russian political scientists exclude it considering that thus
Moscow would destabilize the situation in the South Caucasus.

Russia Vague On Missile Sale To Azerbaijan

Russian defense officials made on Monday conflicting statements about
reports that Moscow plans to sell sophisticated air-defense systems to
Azerbaijan that could affect the balance of forces in the
Nagorno-Karabakh conflict.


Citing Russian arms industry sources, Russia's `Vedomosti' business
daily reported last week that Azerbaijan last year signed a deal with
the Rosoboronexport arms exporter to purchase two batteries of S-300
anti-aircraft systems worth $300 million. A Rosoboronexport spokesman
denied the report, saying that the state-run company `has no
contractual obligations whatsoever on this matter.'

The Interfax news agency quoted on Monday an unnamed `high-ranking
source' from the Russian Defense Ministry as calling the report
`nonsense.' `Today, the supply of Russian S-300s to Azerbaijan is
impossible for primarily political reasons,' he said, pointing to the
unresolved Karabakh dispute.

`Given the complicated relations between Yerevan and Baku, the export
of S-300s to Azerbaijan would no doubt destroy the balance of forces
in the region. Besides, Armenia is Russia's ally within the CSTO
(Collective Security Treaty Organization), and Yerevan could see such
arms contracts between Moscow and Baku as a betrayal,' the official
added, according to Interfax.

However, another unnamed ministry source quoted by the Moscow daily
`Nezavisimaya Gazeta' claimed the opposite, downplaying the
Rosoboronexport denial. `This deal is only being planned and
negotiated, but a decision to that effect has already been made, in
principle, by the [Russian] government,' he said.

A Russian Defense Ministry spokesman commented ambiguously on this
claim. `We are not confirming that information for the moment,' he
told RFE/RL's Armenian service. `We know nothing about it. That's why
we don't refute or confirm it.'

The Azerbaijani government, for its part, has pointedly declined to
deny the reported missile deal. `Azerbaijan has been steadily
strengthening its armed forces and
will continue doing so,' a spokesman for the Defense Ministry in Baku,
Teymur Abdullayev, told Interfax on Sunday.

S-300s would put Baku in a better position to protect not only its
military but also oil and gas infrastructure, a likely target of
Armenian military strikes in the event of another war for
Karabakh. Some Armenian analysts say their acquisition could therefore
stoke Azerbaijani leaders' bellicose rhetoric and increase the war's
likelihood.

`This is sending the wrong message to Baku,' Richard Giragosian,
director of the Armenian Center for National and International Studies
think-tank, told RFE/RL's Armenian service. `It won't change the
military balance of power but it may make Azerbaijan dangerously
overconfident and bolster its appetite for war.'

Official Yerevan has so far been silent over the possible S-300
sale. The Armenian Foreign Ministry declined a comment on Monday.

Originally designed in the late 1970s and repeatedly upgraded since
then, the S-300 system is widely regarded as one of the world's most
potent anti-aircraft weapons. Its surface-to-air missiles have a
firing range of up to 200 kilometers, and its radars can
simultaneously track up to 100 targets, including both aircraft and
cruise missiles.

Russia deployed at least one battery of S-300s in Armenia in the late
1990s, significantly reinforcing main regional ally's air
defenses. The two countries have since been jointly protecting
Armenia's airspace.

Their joint air-defense system was given a `regional' status by the
CSTO, the Russian-led military alliance of seven ex-Soviet states, in
early 2007. Top Russian military officials said at the time that
Moscow has further upgraded Armenia's anti-aircraft capacity and
trained Armenian specialists to operate S-300s. The Armenian military
confirmed that, saying the training process began in 2005.

"Azerbaijan purchases, wasting its revenues from oil, military
equipment from Israel, Ukraine, South African Republic and Belarus. If
Moscow doesn't' sell its S 300 missile defense systems to Azerbaijan

"Neither Armenia nor Azerbaijan have modern ballistic missiles to
need S 300 missile defense systems, thus Baku wants to ensure its
security from Iran," foreign expert said.

Belarus exports five Su-25 fighter jets to Azerbaijan

On 26 July, the UN Register of Conventional Arms released information
about transactions by Belarus on the world arms market in 2009.

According to website of the UN Register of Conventional Arms, Belarus
has not purchased any weapons and military equipment that qualify as
conventional weapons last year. At the same time, Belarus sold arms to
Uganda, Azerbaijan and Sudan.

For example, it delivered 23 T-55 tanks to Uganda, 5 Su-25 attack
planes and nine self-propelled howitzers 2S7 "Pion" 203 mm to
Azerbaijan
and three Su-25 attack planes to Sudan. All weapons are
made in Russia (USSR). The cost of contracts is not reported.

In 2008, Belarus delivered to Azerbaijan three self-propelled
howitzers 2S7 "Pion" 203 mm.
Belarus exported to Azerbaijan 41 T-72 tanks in 2006 and 19 T-72
in 2005.
AZERBAIJANI ARMY VIOLATES CEASEFIRE 14 TIMES

Fourteen cases of ceasefire violation have been registered on the
contact line between Nagorno Karabakh and Azerbaijan in the night of
August 2, according to a release issued by the NKR Defense Ministry.

The Azerbaijani armed forces used guns of different caliber and
snipers while opening fire at the Karabakhi military posts located
in the southern, south-eastern, eastern, north-eastern and northern
parts of the contact line.

About 750 bullets from "AK" and "DSHK" guns were fired at the direction
of Haterk village.

The Azerbaijani side stopped firing as soon as the Karabakhi defensive
army took counter actions.

The war is inevitable while solving the Armenian-Azerbaijani
Nagorno-Karabakh conflict, director of the Center for Policy Innovation
and Technologies, political analyst Mubariz Ahmedoglu said at a press
conference at the press center of Trend News Agency.

"The military variant is inevitable. Even the last three statements by
the OSCE Minsk Group are aimed at confirming and war propaganda. The
current position of the OSCE Minsk Group co-chairmen leads to the
war than a non-constructive position on the Armenian position",
political analyst said.

Ahmedoglu said that there are two scenarios for military actions -
big and small.

If the OSCE Minsk Group fully abandons a mediation mission, the small
war, limited within the Nagorno-Karabakh, will begin, the political
analyst said.

"If the Minsk Group continues to mediate, the big war, covering
the North Caucasus and Iran, will begin. Russia and the U.S. are
interested in military actions in Iran and other forces in Europe -
in the North Caucasus," Ahmedoglu said.
