VARTAN OSKANIAN: THE VISIT OF THE AZERI AMBASSADOR TO KARABAKH AND ARMENIA WAS "EXTREMELY POSITIVE"

Armenian Foreign Minister Vartan Oskanian assessed as "extremely
positive" the visit of the Azerbaijani Ambassador Polad Bulbuloghlu
to Nagorno Karabakh and Armenia. The Foreign Minister declared this
at a press conference today.

"One of the obstacles of the talks is the lack of trust between the
two peoples. It must be restored by all means. Without restoration
of trust it will even more difficult to reach concessions. I view
the Ambassador's visit in this context and positively assess the
delegation's visit to Stepanakert, Yerevan and Baku, the Minister
noted. In his words, the Armenian delegation returned from Baku early
morning. The Minister said Armenian Ambassador to Russia Armen Smbatyan
also highly appreciates the joint visit. "I hope that this initiative
will be continues," the Minister added.

CONTACTS BETWEEN ARMENIAN AND AZERI PUBLICS TO PROMOTE KARABAKH CONFLICT RESOLUTION

/PanARMENIAN.Net/ The Armenian President met yesterday with
Armenian and Azeri science and art workers, who undertook a
Stepanakert-Yerevan-Baku trip with the assistance Ambassadors and
Presidents of Armenia and Azerbaijan, the RA leader's press office
reports.

During the meeting Robert Kocharian welcomed the initiative noting
that establishment of conflicts and creation of atmosphere of trust
between the publics will make significant contribution to the Nagorno
Karabakh conflict resolution.

Common ground for cooperation should be found and Armenia is ready
for the process, according to him.

Representatives of the Azeri intelligentsia said friendly and partner
relations should be established between the elder generations gradually
engaging the young publics. After the meeting with Robert Kocharian
the delegation departed for Baku to meet with Azerbaijani President
Ilham Aliyev.

When in Stepanakert, they held a meeting with Nagorno Karabakh
President Arkady Ghukasian.

AZERBAIJANI PRESIDENT RECEIVES A GROUP OF AZERBAIJANI AND ARMENIAN INTELLECTUALS

President Ilham Aliyev received a group of Azerbaijani and Armenian
intellectuals who visited Nagorno-Karabakh and Armenia on 28 June.

A group Azerbaijan and Armenian public figures led by the Armenian
and Azerbaijani Ambassadors to Russian, Armen Smbatian and Polad
Bulbuloglu, toured Khankandi and Shusha on 28 June under the aegis of
OSCE's. Later on they visited Yerevan to meet with Armenian President
Robert Kocharian.

The group included Prof. Armen Smbatian, the Armenian Ambassador
to Russia, the Honorary Culture Figure of Armenia, Prof Sergey
Sarachian, the Rector of the Yerevan State Conservatoire, Acad. Radik
Martirosian, the President of the National Academy of Sciences of
Armenia, Prof. Alexander Grigorian, People's Artist of Armenia,
Head of the Russian Dram Theater, Lyudmila Grigorian, Head of the
Therapeutic Department of the Republican Hospital of Armenia, Prof
Polad Bulbuloglu, the Azerbaijani Ambassador to Russia, People's
Artist of Azerbaijan, Prof Farhad Badalbayli, the rector of the Baku
Musical Academy, People Artist of USSR, Prof Kamal Abdullayev, the
Rector of the Baku Slavic University, correspondent member of the
Azerbaijan National Academy of Sciences, Honorary Scientific Figure,
Prof Azer Pahsa Neymatov, the Chairman of the Azerbaijani Union of
Theater Figures, People's Artist of Azerbaijan, Ilham Fataliyev,
the honorary Engineer of Azerbaijan, a businessmen.

Reaffirming his country`s position on the Armenia-Azerbaijan conflict
over Nagorno-Karabakh, President Aliyev emphasized that the dispute
could only be solved on the basis of the principles of territorial
integrity of Azerbaijan and inviolability of borders, with granting
a high level of self-governance to Nagorno-Karabakh.

Lack Of Progress In Karabakh Conflict Settlement Compels Baku To
Consider A Solution By Sheer Strength Of Arms;

Enraged by the lack of progress in Nagorno-Karabakh talks, Azerbaijan
considers a war on Armenia.

Its budget upped to $1 billion, Azerbaijan is actively buying weapons
and military hardware from foreign countries and making its own. The
national military-industrial complex is expected to send the first
articles to the Azerbaijani Armed Forces by the end of the year.

Addressing graduates from military colleges, President Ilham Aliyev
did not say exactly what the military-industrial complex was going
to provide referring to sensitive information. "There is no progress
in the Karabakh talks because of Armenia's unproductive position and
insincerity," he said before adding that the international community
was with Azerbaijan. "Nagorno-Karabakh will never be granted
sovereignty or given a chance to merge with Armenia. Azerbaijan
will be keeping Armenia under pressure." According to the president,
a.k.a. supreme commander-in-chief, Azerbaijan does not want a war but
neither can negotiations be eternal. As far as Aliyev is concerned,
Armenia does not stand a chance against Azerbaijan because "the
Armenians even lack manpower for the front line" and because the
Azerbaijani economy is seven times stronger than Armenia and the gap
will only increase over the next several years. Aliyev's confidence
is also fuelled by experts of the World Bank who claim that oil
projects alone will earn Azerbaijan almost $200 million over the next
two decade.

Matthew Bryza, American Chairman of the OSCE Minsk Group, is of a
different frame of mind. Commenting on the results of Aliyev's talks
with Robert Kocharjan of Armenia in St.Petersburg on June 9-10 for
the VOA Russian Service, the US diplomat said the involved parties
were close to a compromise and that the negotiations might be renewed
this autumn. According to Bryza, chairmen of the OSCE Minsk Group have been discussing principles of crisis resolution these past two years.

"These principles will determine Karabakh's status by a nationwide
referendum taking place against the background of some major
developments including withdrawal of the Armenian troops from the
surrounding territories, the establishment of a corridor between
Nagorno-Karabakh and Armenia, and deployment of international
peacekeeping contingents in the region," Bryza said."
