FAILED STATES INDEX 2008: ARMENIA MORE FAVORABLE STATE THAN AZERBAIJAN AND GEORGIA

Finding it crucial to closely monitor weak states - their progress, their deterioration, and their ability to withstand challenges - the Fund for Peace, an independent research organization, and FOREIGN POLICY presented the fourth annual Failed States Index 2008. Using 12 social, economic, political, and military indicators, the institutes ranked 177 states in order of their vulnerability to violent internal conflict and societal deterioration. To do so, we examined more than 30,000 publicly available sources, collected from May to December 2007, to form the basis of the index's scores.

The list of 35 failed states is topped by Somali, while 15 states with Norway at the head form the zone of welfare and stability of state institutes.

Among the post soviet republics Uzbekistan ranks 26, Tajikistan - 38, Kyrgyzstan - 39 and Turkmenistan - 46. Moldova, ranking 50 is the most unstable state in Europe. Belarus ranks 53, Georgia - 56, Azerbaijan - 64, Kazakhstan - 101, Ukraine - 108 and Armenia - 109.

The list of stable states includes 34 states ranking from 128 to 162. Romania (128), Latvia (136) Estonia (139), Lithuania (143). Mongolia (133), OAE (138), Poland (145), Greece (147), Czechia
(149), South Korea (153), Italy (154), Germany (155), France (158), UK (160), U.S (161) and Portugal (162).

The states ranking from 163 to 177 are the most stable and favorable for living. Japan (163), Belgium (164), Luxembourg (165), Netherlands (166), Canada (167), Austria (168), Australia (169), Denmark (170), New Zealand (171), Iceland (172), Switzerland (173), Ireland (174),
Sweden (175), Finland (176) and Norway (177).

THE QUEEN OF ENGLAND RECEIVES THE PARTICIPANTS IN THE LAMBETH CONFERENCE

The participants in the meeting of the Bishops of the Anglican Church were welcomed on July 24 by Queen Elizabeth II of England in her official residence in the Buckingham Palace in London.

Some 1500 participants and guests participated that morning in the march organized by the Spiritual Head of the Anglican Church, the Archbishop of Canterbury Rowan Williams aimed at directing the attention of world leaders towards poverty reduction.

Around noon the participants visited the headquarters of the Anglican Archbishop, Lambeth Palace, where they held a meeting with the Prime Minister of England, Gordon Brown, and had lunch with the Archbishop.

The meetings were convened regularly on July 21-26 parallel to morning and evening services, Bible readings from the Gospel of John, and group discussions. The latter included such topics as the Bishop and the Anglican identity, the Bishop as a preacher of the Gospel, the Bishop as the defender of social justice, the Bishop and the Ecumenical Movement and the Bishop and the protection of the environment. The themes of the full sessions were: evangelism in the 21st century and its mission, social justice and evangelism.

The delegate of the Catholicosate of Cilicia, Bishop Nareg, actively participated in the sessions and held important meetings with various guests representing important churches and ecumenical organizations.

During discussions on the issue of refugees in his working group, Bishop Nareg talked about the Armenian Genocide and underlined the importance of justice and restoring the rights of the Armenian nation. Talking about the Middle East, Bishop Nareg stressed the need for stable peace in the region for a continued and effective Christian existence.

ARMENIA: MAJOR ROAD REPAIR TO BE OVER BY 2011

According to the Ministry of Transport and Communications of Armenia, 300 kilometres of motorways are to be repaired in the country by 2011. The project investments will total US$ 67mn (EUR 42.87mn). 25 kilometres will be repaired in 2008, the remaining 275 kilometres are to be ready by 2010. US$ 41.9mn more will be provided by the Asian Development Bank to repair 227 kilometres more. The first 109 km will be completed in 2009, the remaining 118 km in 2010.

ARMENIA: HPCC TO RECONSTRUCT 17 POWER SUBSTATIONS

The China-based company HPCC has won a tender for reconstruction of 17 power substations for 110 kilovolts in Armenia. Investments into the project will amount to US$ 28mn. Reconstruction is intended to be completed in 2010. The money for implementation of the project was drawn from JBIC.

BIG STORES CLOSED IN YEREVAN

The State Tax Service suspended the general work of 9 big stores in Yerevan for 5-10 days. Alina Khudoyan, the head of information and public relations department said to Panorama.am that the first floor department of "Hayastan" supermarket, "Arbat", "Parma", "Sallex Grig",
"Zovq", "Bakalea", "Father and Sons Aramyanner", "Davit-90", "Pundj" supermarkets are closed. The reason of suspending the general activity of these supermarkets is their habit of not providing ATM.

Totally 23 big stores have been under control of the Tax Service, and in all of those stores common violations have been revealed. Above mentioned stores differ from the rest as it was the second or the third time they did not provide ATM.
