ARMENIA RANKED 121ST IN WORLD HAPPINESS REPORT 2016

Armenia is ranked 121st among 156 countries in the World Happiness
Report 2016 Update released today. Denmark is still the happiest
country in the world followed by Switzerland and Iceland. The top ten
also includes Norway, Finland, Canada, the Netherlands, New Zealand,
Australia and Sweden.

Armenia's neighbors are ranked as follows: Georgia - 126th, Azerbaijan
- 81st, Turkey - 78th, Iran - 105th.

Our partners in the Eurasian Economic Union Kazakhstan and Russia are
placed 54th and 56threspectively, Belarus is 61st, Kyrgyzstan - 85th.

The World Happiness Report 2016 Update prepared by the Sustainable
Development Solutions Network (SDSN) and the Earth Institute at
Columbia University looked at data recording how highly people evaluate
their lives on a scale running from 0 to 10. The rankings are based
on surveys in 156 countries covering the three years 2013-2015.

The World Happiness Report 2016 Update, which ranks 156 countries by
their happiness levels, was released today in Rome in advance of UN
World Happiness Day, March 20th. 


TURKEY BLACKMAILS BULGARIAN MUNICIPALITIES 
OVER THE ARMENIAN GENOCIDE

Three Bulgarian municipalities will not receive EU funding under the
cross-border cooperation programs between Bulgaria and Turkey. The
reason is that Turkey bans partnerships with municipalities who
recognise the Armenian genocide.

The Bulgarian municipalities of Burgas, Haskovo and Svilengrad stand
no chance to receive EU money, because of obstructions by Turkey,
a non-EU member state, the Bulgarian public TV channel bTV announced
yesterday (14 March).

The ban comes from the Turkish foreign ministry, which prohibits
working with municipalities who recognise the Armenian genocide of
1915, when hundreds of thousands of Christian Armenians died during
forced removals by the Ottoman army from what is now Eastern Turkey.

As Bulgarian municipalities are unable to find a Turkish partner to
implement joint projects, they are bound to lose several millions of
euros. The most important projects concern the environment, for the
prevention and mitigation of natural disasters.

For Bulgaria, the issue constitutes both a diplomatic and economic
scandal. In the region of Haskovo, every winter, rivers destroy
bridges and dams, and flood villages. Local government lacks the
resources to do preventative work. That's why it was counting on
the EU-funded regional partnership with the Turkish municipality of
Edirne to do the required work. But now the project is dead, because
Turkey reneged on cooperating.

The Mayor of Edirne, Recep Gurkan, is quoted as saying that the
decision of the Turkish foreign ministry is final:

"With Haskovo we worked very well, but we already have a ban from our
Foreign Ministry. The reason is a decision of the Municipal Council
of Haskovo from last year, who used the motif of the Armenian genocide
to name a park in the city," Gurkan said.

Declarations condemning the Armenian genocide, adopted by the municipal
councils of Bourgas and Svilengrad, have put these municipalities on
Turkey's black list. The Bulgarian Environment Ministry was informed
of the case.

Speaking to bTV, Gurkan advised the Bulgarian municipalities to vote
again. If the municipal council of Haskovo rescind using the Armenian
genocide as a motif for naming a park, cooperation can start again,
he said. And he added that the Bulgarian municipality of Yambol had
done precisely that.

"Nobody can interfere (with) how we will name a street or a park,"
retorted the mayor of Haskovo Dobri Belivanov.

Before prohibiting Edirne to work with these communities on projects,
Turkey formally ended diplomatic relations with their mayors. With
Haskovo, for example, the twinning was frozen.

Brussels can't do anything

Apparently the EU can only stop the financing, because trans-border
projects require a partner in the neighbouring country. Therefore the
risk that the Bulgarian municipalities would lose EU funding because
of the political games played by Ankara is real, bTV reports.

Turkish-Bulgarian relations have deteriorated recently. Bulgaria
has declared a Turkish diplomat working at the Consulate General
in Burgas a persona non-grata. A government source said the Turkish
diplomat carried out activities which breach the Vienna Convention
on Diplomatic Relations.

Azerbaijan will send a note of protest to Belgium over the latest
visit of the Belgian lawmakers to the Nagorny Karabakh Republic.

"Baku will send a letter of protest to Belgium's executive and
legislative bodies with regard to an illegal visit made by that
country's MPs to Azerbaijani territories occupied by Armenia. By
visiting the Azerbaijani lands occupied by Armenia, these people
support the unrecognized regime created on the occupied territories as
a result of Armenia's military aggression against Azerbaijan and the
bloody ethnic cleansing," Hikmet Hajiyev, spokesman for Azerbaijani
Foreign Ministry, told Trend March 17.

Hajiyev said that the Belgian lawmakers will be included in the list
of 'personas non grata' of the Azerbaijani Foreign Ministry. He said
that this visit was organized by the 'European Armenian Federation for
Justice and Democracy' and the federation's head Kaspar Karapetyan
personally accompanied the Belgian MPs during their visit to "the
occupied lands". "With such provocative actions, Armenian diaspora
circles try to impede the settlement of the Armenian-Azerbaijani
Nagorno-Karabakh conflict in accordance with the international
law, as well as restoration of peace and stability in the region,"
Hajiyev said.

The Belgian Parliament's delegation headed by Vice President of the
Belgian Senate Karl Vanlouwe paid a visit to Nagorno-Karabakh on
March 14-16. The Belgian lawmakers met with the NKR leadership and
got first hand view of the situation in the country.

Meg Ryan's Film Based on William Saroyan Novel Featured at Festival

In Meg Ryan's directorial debut, she directed and starred in a film called
Ithaca, based on Armenian American William Saroyan's novel titled The
Human Comedy. This year at the Sonoma International Film Festival (SIFF)
in Northern California, Meg Ryan will be honored with a Sonoma Salute Award
at a tribute event on Thursday, March 31. The event will begin with a
screening of Ithaca at 3:30 PM.

Based on Pulitzer Prize-winning author William Saroyan's 1943 novel,
Ithaca centers around the fictional town of Ithaca, California during
World War II. It is a story about 14-year-old Homer Macauley, who is
determined to be the best and fastest bicycle telegraph messenger anyone
has ever seen. His older brother has gone to war, leaving Homer to look
after his widowed mother, his older sister, and his 4-year-old brother. The
Human Comedy is based on Saroyan's personal life, growing up in Fresno
with his siblings and his mother.

Ryan was inspired to film this movie when she read The Human Comedy while
going through her divorce with Dennis Quaid, when her son Jack - who is
also cast in the movie - was 8. `I kept thinking, `How do you become a man?
I mean is he going to be all right?' And I remember reading all kinds of
things, and I got to this book, and it's about so many things...there was so
many great ideas inside of it,' she said in an interview with Deadline.

The film Ithaca was initially released on October 23, 2015, starring Meg
Ryan, Tom Hanks, Sam Shepard, and Jack Quaid. The Human Comedy had
previously been made into a film in 1943 with actor Mickey Rooney. That
year, Saroyan won the Academy Award for Best Story for this film.

Ithaca will be featured at SIFF, which kicks off on March 30 and runs
through April 4. In the 19th year of SIFF, nearly 200 filmmakers from
around the world are expected to attend. The film festival will feature
more than 90 hand-selected films including independent features,
documentaries, world cinema, and short films. The Festival is dedicated to
promoting independent film, supporting filmmakers around the world and
inspiring film lovers.

ARSENAL PLOT SUMMER MOVE FOR ENRICH MKHITARYAN

Arsenal are considering a summer move for Borussia Dortmund 
forward Henrikh Mkhitaryan, the Daily Express reports.  
The Armenia international has enjoyed a stunning season at the 
Westfalenstadion, scoring 19 goals and assisting 23 in all competitions 
so far.  

And according to German publication Bild, the 27-year-old has caught 
the attention of Gunners manager Arsene Wenger with a number of 
impressive displays.  But Wenger may struggle in his bid to land 
Mkhitaryan, with Liverpool boss Jurgen Klopp - who signed him at 
Dortmund - reportedly keen to bring him to Anfield.  

The German tactician fuelled the transfer rumours earlier in the season 
after hailing the former Shakhtar Donetsk man as 'world class'.  "When 
it comes down to it, 99 per cent of people would be happy to have 
Mkhitaryan's problems," said Klopp, who left Dortmund at the end of
last season.  "There is no doubt in my mind that he is one of the most 
talented players in the world. He possesses an incredible combination 
of speed and technique. There's very, very few you can say that about."
