TURKEY TURNS EAST AS EUROPE CLINGS TO PAST

Philip Stephens - Financial Times - 22/10/2009 - Small incidents can illuminate a bigger picture. A couple of weeks ago, President Abdullah Gul of Turkey opened an exhibition of Ottoman treasures in Paris. The display is the centrepiece of an effort to promote Turkey’s rich heritage. Mr Gul was joined by Nicolas Sarkozy. The French President arrived chewing a piece of gum.
I was told this story during a visit to Istanbul. Mr Sarkozy’s gum-chewing, I heard, served as a metaphor for France’s disdain for Turkey’s European aspirations. The lack of respect set the tone for the two leaders’ working lunch at the Elysée Palace. The atmosphere was described as “polite”. We know what that means.
French officials will doubtless protest that the swaggering Mr Sarkozy had not intended any slight. The President of the French Republic has never fully acquainted himself with diplomatic niceties. Yet the sensitivity of his guest was unsurprising. Mr Sarkozy has put himself in the vanguard of European leaders – they include Germany’s Angela Merkel – who are viscerally opposed to Turkish accession to the European Union.
It is half a century since Turkey first knocked on Europe’s door with a bid to join the Common Market. There were plenty of detours on the way to the start of formal accession talks in 2004. Often, it must be said, the fault lay with Turkey. Military coups and political repression did not help make the case for membership of Europe’s democratic club.
That was then. Turkey is still a long way from meeting the democratic terms of EU membership, but few can doubt that it has taken big steps in the right direction. It is the fear that Turkey is within sight of doing what has been asked of it that has led Mr Sarkozy and others to repudiate the original bargain. Admitting Turkey, Mr Sarkozy says, would “dilute” the Union. What he really means is that Europe does not want 70-odd million Muslims.
Unsurprisingly, Turkey’s political classes have run short of patience. They are not interested in the “privileged partnership” offered as a substitute for EU membership. The government of Recep Tayyip Erdogan, the Prime Minister, has decided to look eastwards.
Turkey is establishing itself as a power-broker and a peace-maker in the Middle East. It is fixing troubled relationships with its neighbours. And it is finding the respect it receives in Arab capitals a lot more convivial than the snubs it is accustomed to in Europe.
Mr Erdogan set out the strategy at the inaugural meeting this week of the Istanbul Forum, hosted by Turkey’s Centre for Strategic Communication, and supported by the German Marshall Fund of the United States. The government, said Mr Erdogan, would continue to pursue its European vocation. But it has no intention of behaving as a helpless supplicant. Turkey is instead assuming a role commensurate with its status as a fast-rising power at the strategic crossroads of east and west.
The strategy has been a big success. A few years ago, Turkey massed tens of thousands of troops on its border with Syria because of that country’s support for PKK Kurdish separatists. Now, détente has seen the two countries open the frontier to visa-free travel. There has been a rapprochement with the Iraqi government and an effort to reach an accommodation with the Kurdish minority. Trade and economic ties with Saudi Arabia and the Gulf states are growing rapidly. Turkey, one forum participant told me, knows where the money is.
In the Caucasus, the government has reached an agreement with Armenia that, with luck and effort, could end a century of mutual hostility. Relations with Russia are cordial and with Greece stable.
Ignoring anxieties in western capitals, Turkey has engaged with the Palestinian Hamas and with the Iranian-sponsored Hezbollah in Lebanon. Next week, Mr Erdogan is due in Tehran as Turkey assumes the role of broker between Iran and the west. Ask high-ranking Turkish officials as to the wisdom of some of these relationships and they refer to Barack Obama. Had he not proposed to replace a clenched fist with an outstretched hand? Turkey has to deal with the region as it is, one of Mr Erdogan’s advisers told me.
On the other side of the ledger, the Israeli invasion of Gaza has led to a rupture in the long-standing relationship with Israel. Mr Erdogan sees an Israeli-Palestinian settlement as the sine qua non of strategic stability in Turkey’s back yard. But he has concluded that the Israeli government of Benjamin Netanyahu has no interest in a deal.
Not everyone is happy with the eastwards turn. Those who have long carried the European torch see the Islamist character of Mr Erdogan’s administration as a serious threat to the secular settlement bequeathed by Mustafa Kemal Ataturk, the founder of modern Turkey. They worry that the Prime Minister and his Ministers seem more comfortable with regional despots than with the democratic leaders of Europe: that the Muslim may trump the European identity.
The focus and energy devoted to building Turkey’s influence in the Middle East, the critics say, has been at the expense of reforms to strengthen the democratic and secular character of the Turkish state. They point to curbs on free speech and the imposition of Muslim social mores. Mr Erdogan’s government stands accused of imposing a multi-billion-dollar fine on the Dogan group, the country’s leading media business, in a campaign to stifle opposition.
Disquiet is heard also among Turkey’s partners in the NATO alliance. Making peace with old enemies is one thing – Hillary Clinton, the US Secretary of State, played a pivotal role in the deal with Armenia. But cuddling up to regional actors still committed to violence risks taking Turkey beyond a sensible good-neighbours policy.
This may be so. But the West is losing its leverage. US power is being challenged across the Middle East; and Europe seems intent on irrelevance. Mr Erdogan’s Turkey still wants to be part of Europe. And on every challenge – from energy, from terrorism, drugs and migration to trade and investment – Europe has an immutable interest in nurturing a democratic, west-facing Turkey. Its security is the west’s security. But Mr Sarkozy and his like want nothing more than to hold on to the past. Turkey speaks to the world as it is becoming.

ARF DASHNAKTSOUTIUN ROAD-MAP - Jean Ipdjian

A few days ago, the Armenian Revolutionary Federation Dashnaktsoutiun (ARF) unveiled its own ‘road map to regime change’, a detailed plan for changes required in the socio-economic, political, and governmental structures of the country. Armen Rustamian, the chairman of the ARF Supreme Council of Armenia in a press conference introduced the plan.
It is only natural that a political party or organisation would aspire to the government of the country, and more so a party or organisation with a history such as the ARF, with a power base as vast as the ARF specially in the Diaspora and who has had a history in country governance albeit nearly a century ago.
It is also strange that governance has not been one of its stated aims since independence nor has it governed her policies and behaviour. This has been both her strength and weakness. It has been her strength, because any, and all actions the ARF has undertaken has been guided by its desire to keep balances, to ensure that National aims and aspiration were kept in the forefront of the day’s governors.
It has been her strength, because thus, the ARF has participated and played a major role in the difficult work of rebuilding and recreating a country ravished by the effects of decades of a defunct and unjust regime, of an economy devastated by the greed of unscrupulous remnants of the old guard and their present-day successors.
And it has been its weakness because while being in government the ARF has had to share in the effects of all the unpopular decision and in the failures of the men in power, while she has had no say in those decisions.
It had been its weakness, because people like to be identified with those in power and those who are wielding power, especially in countries like Armenia where democratic traditions are non-existent or at their infancy.
Finally, it has been its weakness, because it had elected, making a conscious choice, to concentrate its strength and endeavour in country-building and nation-rebuilding.
It seems that the strategy practised by the ARF regarding the governance of Armenia, the strategy of guidance and concentration on specific crisis areas such as the rebuilding of the Disaster Zone and the reinvigoration of the agriculture, has not worked and has been taken as a sign of incapability to act by those near and around the government.
The signing of the Protocols in their present form seems to have been the last straw. However, as in the recent past regime change now as well has not meant for the ARF a simple change in the government or of the President. As stressed by Mr. Rustamian and as prescribed in the document, it has meant a general restructuring of the socio-economic situation, a redefinition of the strategic goals and the restructuring of the state in such a way as to reflect the ambitions and aspirations of the general population and not the chosen few.
The ARF has never shied away from responsibilities. At the beginning of the last century, just after the Genocide when Eastern, present Armenia also was under threat of being usurped by Turkey following the breakup of Tsarist Russian rule in the Caucasus it stepped forward and nearly singlehandedly formed a government and declared independence thus putting the seeds of the Republic of Armenia of today. Earlier during soviet rule, again nearly singlehandedly, with dogged determination, and against all the odds it pursued the question of the recognition of the Genocide by world governments. And singlehandedly kept alive in the minds and souls of the Armenian nation the notion of independence, for which we now are called again to struggle.
Admittedly, the ARF does not have the technical means to bring to head such a plan. Its representation in the Parliament is small. But it has what no amount of money, no amount of threats, no amount of bought or cajoled votes can buy. It has the moral authority, it has the courage and it has the determination required to embark on such a quest.

Citizens from 60 countries express their opposition to the protocols between Armenia and Turkey

European Armenian Federation press release - Wednesday 21 October 2009 -
The European Armenian Federation takes note of the fact that the Armenian Nation is all in all opposed in Armenia as well as in the Diaspora to the ratification of the protocols between Armenia and Turkey.
Besides the frank opposition in Armenia of the Armenian Revolutionary Federation Dashnaktsoutiun, the Heritage Party, and most of the Armenian National Movement, the spontaneous and hostile demonstrations to these protocols which greeted President Sargsyan during his tour attest to the strength and massive character of these protests everywhere in the world.
In this context, the European Armenian Federation considers that as nothing has yet been finalised, calls to an intensification of the political action so that the Armenian National Assembly will indeed reject these protocols.
The petition votch.org , launched by a group of about ten European intellectuals, already gained the hearts and the spirits of most of the Armenian population in Armenia and the Diaspora. Thousands of people – among which key figures and even representatives of the Armenian diplomacy – spontaneously signed this petition in 60 countries including 22 from the European Union.
The Federation calls on all those who consider that these protocols constitute a threat towards the independence of Armenia and the stability of the South Caucasus, to express their opposition by signing the petition votch.org. The signature of this text by a significant quorum of the Armenian nation will give legitimacy to a delegation which will be in charge of informing the Armenia national deputies of the real opinion of the Armenian population. This initiative will be relayed by the free Armenian press all over the world.
The European Armenian Federation considers that the Armenian executive power was driven back with these protocols under the pressure of strategic interests of regional powers. The Federation estimates that the rejection of these protocols by the Armenian National Assembly would constitute an honourable and democratic solution for Armenia and the Armenian nation.

NEW COUNCIL APPOINTED, NEW EVENTS PLANNED

With an announcement dated 15th October 2009, the Armenian Prelature of Cyprus informs our Community that following the completion of the term of office of the Executive Council, the Diocesan Council has appointed a new council.
The new Executive Council is comprised of Dr. Antranik Ashdjian as Chairman, Mrs. Anahid Eskidjian as Secretary, Bedros Jamgotchian as Treasurer, and John Guevherian, Dr. Krikor Simamonian, Parsegh Zartarian and Alec Altounian as Members.
The Executive Council, in its turn, appointed the committees of the Prelature’s three churches, as well as the following committees:
- Christian Education Committee
- Youth Committee
- Nicosia Sunday School Committee
- Nicosia & Larnaca Ladies’ Guilds

All committees have already met and made their plans to organise various events, activities and religious services, including events for the youth and teenagers, in order to revitalise Christian spiritual life around our Church.
The Executive Council also formed working groups for Internet and Information, Ecumenical activities and Construction and Repair projects.
With the blessings of His Holiness Catholicos Aram I of Cilicia, the Executive Council has arranged for the dispatch of members of the Brotherhood of the Catholicosate of Cilicia to Cyprus. With Liturgies, Sermons, Speeches and other activities in Nicosia, Larnaca, Limassol and Paphos, the Fathers will assist in our local projects and the afore-mentioned committees’ activities.
The Fathers will be visiting Cyprus with the following schedule:

ARMENIAN MINISTER OF DIASPORA HRANUSH HAKOBYAN HONOURS ARMENIAN PRESS REPRESENTATIVES

On the occasion of Armenian Press Day, Minister of Diaspora Hranush Hakobyan handed certificates of honour to “Azg” and “Aravot” dailies (editors-in-chief Hakob Avetikyan, Aram Abrahamyan), “Aztag” daily (editor-in-chief Shahan Gantaharyan), the US “Armenian Observer” weekly (editor-in-chief Oshin Keshishian), the “Azad-Hye” website of the United Arab Emirates (founding editor Hrach Kalsahakian), the “Analitika” center for news and analyses (director Marat Hakobyan) and chairwoman of the Journalists Union of Armenia Astghik Gevorgyan.
The event took place at the Yerevan State University on 16 October 2009.
According to the Minister, the Diaspora Armenian reporters represent the communities where they live and report. “They are the ones that convey Armenian words and thought to the Armenian communities of the Diaspora. I express my infinite gratitude to the creators, journalists, editors, distributors and, of course, the sponsors, because it is also thanks to them that Armenian journalism survives in the Diaspora.”

  • Azerbaijan's military doctrine, which is yet to be approved by Parliament, will be reviewed in view of a recent row with Turkey indicating that Turkish-Armenian rapprochement was the main cause for the review.
  • Turkey's Foreign Minister, Ahmet Davutoglu, last Wednesday defended landmark protocols with Armenia aimed at ending decades of hostility over World War I era massacres after they were submitted to Parliament for ratification. Under the Turkish parliament's rules, the protocols will have to be approved by the Foreign Affairs committee before they can be discussed in the general assembly, where the ruling Justice and Development Party has a comfortable majority.
  • Historian and the head of the Modus Vivendi Center, Ara Papian, has sent an open letter to the Turkish Foreign Minister Ahmet Davutoglu, in which he criticised the recent statement of the Turkish Foreign Minister in the Turkish Parliament. According to Ara Papian, Ahmet Davutoglu by his statements in the Turkish Parliament tries to pass the desirable for reality. Mr. Papian paid particular attention to the statements regarding the recognition of existing borders between Turkey and Armenia, saying that the only international document by which the border may be recognised - is an arbitral award of U.S. President Woodrow Wilson, adopted November 22, 1920. He also noted that Armenia cannot recognise the current Armenian-Turkish border by the Treaty of Kars, since at the time of signing of this document the Republic of Armenia did not exist. "It's amazing that you are talking about "occupation", when your country has occupied 37 per cent of the territory of Cyprus and for already nine decades occupied three-quarters of my country," Ara Papian said in his address. "Armenia is ready to cooperate, but Turkey will achieve nothing through its pressure," Ara Papian emphasised.
  • Considering the possibility of Armenia-Turkey border opening, a luxurious hotel is being built ashore Lake Van, Turkish Haberturk reports. The construction of 56-suite luxury hotel costing 5 million USD has started. Van Rescate Hotel will be put into operation in 2010, President of the “Akay Group” Kurtulus Akay stated. According to him, the hotel will be the most luxurious out of 11 hotels in Van.
  • Armenia may decide to boycott the 2010 Eurovision Song Contest after concerns about Azeri broadcaster deliberately blocking the voting number for Armenia on screen have yet to be allayed. An EBU verdict on the investigation was due in mid September, but no announcement about whether the claims were valid has been given. If proved to be correct, Azerbaijan would face either a fine or ban from the competition.

the ARF does not yet have the votes to enforce things in Armenia, neither should have since in a democracy enforcement is not the norm, however in my opinion, the ARF has the moral strength and capability to forge public opinion and thus act.

  • In round two of the 17th Team Chess Championship in Novi Sad, Serbia, the Armenian men's national team won 2.5:1.5 over Roumania's national team. Vladimir Hakobyan, Gabriel Sarkisyan, and Arman Pashikyan played in draw with Diter Livyu Nisipeanu, Vladimir Nevednichiy, and Gergeli Shabo. Armenian Levon Aronyan won over Andrey Istatesku and took an additional point for the Armenian national team.
  • Cypriot tennis sensation Marcos Baghdatis defeated Olivier Rochus in the final of ATP Stockholm 7-5, 6-2 cashing 250 points and almost 100,000 dollars in prize money.
  • Also participating in the 17th Team Chess Championship in Novi Sad, Serbia, the Armenian women's national team won 3:1 over Slovenia's team. Elina Danielyan won over Anna Muzichuk, and Lilit Galoyan defeated Anna Srebrnich. The Lilit Mkrtchyan vs Jana Krivets set ended in a draw as well as Siranush Andriasyan vs Vesna Rozich's set.
  • The World Sambo Wrestling Junior and Youth Championships finished in Bulgaria on October 18. 12 wrestlers from Armenia competed at the Championships. Artavazd Minasian (68kg) took second place at the youth championship. Tigran Kirakosian (48 kg) and Mher Karapetian (75 kg) were in third positions at the junior competitions.
  • Armenian fencing team will take part in Open Championship due in Georgia on October 27-29. Armenia's team will consist of 10 sportsmen.
  • The Armenian Women's Basketball Club "Hatis" signed 23 year old Ukrainian Ganna Zaritskaya. The move will strengthen the team at the qualifying stage of the Europe Club Cup to start on November 12. Last season Zaritskaya played with AEL (Cyprus).
  • Argentinean Armenian tennis player David Nalbandian will take part in the tournament ATP Auckland Open - 2010 starting January 11 in Auckland, New Zealand. Nalbandian is undergoing rehabilitation after a hip surgery he had in May this year.
  • The Cyprus Sports Association (CSA) financially supported the religious minority groups by handing out a cheque totalling 15,000 EUR to four clubs (3,750 EUR each) for their sports activities over the years. Two Armenian clubs, HMEM/AYMA and AGBU Ararat, were included in the list. In his speech, the president of CSA said "the sports association supports and will continue to support the clubs of religious minority groups for their active and continued involvement in sporting activities, thus giving their own special message". Present at the meeting were Vazken Bodigian (HMEM/AYMA) and James Kasparian (AGBU Ararat).

Cyprus Futsal by Sevag Devletian
  • AGBU Ararat FC thrashed Panemistimio 13-1 recording their third straight win in in the Cyprus Futsal 1st Division. Ararat face fierce rivals Parnassos on Friday 30 October.
  • Homenmen cruised their way to another win, this time defeating Oxen 8-4, in the Cyprus Futsal 3rd Division Championship.

  • Edmond Aynedjian and Yanos Kouyoumdjian's are in the semi finals of the under 12 doubles event.
  • Marios Petrou and Simon Aynedjian are in the finals of the +45 doubles event. In the semi finals they defeated Christos Makkashis and Makis Zisimou in a closely fought final set tie breaker 3-6, 6-4, 11-9.
  • Simon Aynedjian is up against Thasos Kyratzis for a place in the finals of the +45 singles event.
