Sarkisian Claims Positive Change In Armenia

In his New Year's address to the nation, President Serzh Sarkisian
claimed that his administration brought about "large-scale" positive
changes in Armenia in the course of 2017.

He also promised continued economic betterment that will lead many
Armenians working abroad to return to their homeland.

"The year 2017 was a year of hard work and implementation of serious
programs," he said in televised remarks aired on the New Year's
Eve. "The pace of large-scale changes did not diminish. Furthermore,
we pushed them forward with greater determination."

"Our ambitions are big and we will be consistent in putting them into
practice," he said, adding that the results of government policies
should be "considerable and tangible" to every citizen.

"Together we will bring back to Armenia our loved ones that had left
the country," he declared. "They will come back because they will see
more room to work and distinguish themselves in Armenia."

Prime Minister Karen Karapetian also sounded an optimistic note about
the country's future when he congratulated Armenians on the New
Year. He pointed to faster economic growth achieved in 2017.

"The annual economic performance will be better than we expected in
2016 and positively different from the indicators of other countries
in the region," he said in a televised address broadcast on December
30. "To cope with all the problems facing the country, we must work
hard and ensure sustainable growth every year."

"Be assured that we are going to have an awesome and wonderful
country," added Karapetian.

Sarkisian and other senior officials said in December that the
Armenian economy is on track to grow by more than 6 percent in
2017. Economic growth in the country slowed to just 0.2 percent in
2016.

Karapetian vowed to speed up growth through major reforms and a fight
against corruption when Sarkisian named him prime minister in
September 2016. He has repeatedly indicated his desire to retain his
post after the end of Sarkisian's final presidential term and
Armenia's transformation into a parliamentary republic in April 2018.

The president has so far declined to clarify whether he is planning to
become prime minister or take up another state post. He spoke on
Sunday of "many joint tasks" that still need to be accomplished his
administration and ordinary people.

Sarkisian's political allies have said that he will stay on as
chairman of the ruling Republican Party of Armenia (HHK) in any case.

The unemployment rate in Armenia fell to 16.5% by October 1, 2017,
from 18.1% a year earlier

The unemployment rate in Armenia by October 1, 2017
decreased year-on-year from 18.1% to 16.5%. The number of
registered unemployed in Armenia by December 1, 2017 reached 71.5
thousand, with an annual decline of 11.7%, against a 5.9% increase in
the same period in 2016. Of this number, 47.6 thousand were found
(with an annual decline of 11%), and men - 23.9 thousand (with an
annual decline of 13%). This is evidenced by the data of the National
Statistical Service of Armenia.

As of December 1, 1,190 citizens or 1.4% of the total number of job
seekers in Armenia were able to find jobs, which is 19.7% more than
the figure of a year ago. In search of work by December 2017. there
were 87.1 thousand people, with an annual decline of 9.1%. According
to the number of unemployed, the first place is occupied by Shirak
region - 13 thousand, followed by Yerevan - 10.6 thousand, Lori region
- 9.3 thousand, Kotayk region - 8.4 thousand and the top five
"leaders" is Ararat region - 6.3 thousand.

Until December 1, 2017, employers submitted applications for 2,098
jobs to employers' agencies (annual growth of 28.6%) with a load of 1
vacancy in 42 people. (a decline of 28.8% per annum).

According to the updated forecast of the Central Bank of Armenia, the
unemployment rate in 2017 will be 17.9%, followed by a decrease in the
medium-term prospect by 0.3-0.5 percentage points annually to 17.4-
17.6%.

Shortage of teachers and doctors in Armenia's regions
YEREVAN. – The most demanded jobs in Armenia’s regions in 2017 were a doctor and a teacher.

During the last year there were vacancies for doctors and teachers in the regions, representative of Armenia’s employment agency Tsoghik Bezhanyan told Armenian News-NEWS.am . However, in Yerevan, vacant seats were not highly paid. According to her, the jobs of a doctor, a teacher (in the regions), an IT specialist, an engineer, an architect and an accountant were in demand in the labor market.

According to the information provided by State Employment Agency, 8,400 people found jobs in Armenia from January to November 2017.

World Union of Jewish Students Recognize the Assyrian, Greek, Armenian Genocide 

The World Union of Jewish Students (WUJS) has formally recognised the Armenian Genocide at its 44th World Congress in Israel, after a Jewish-Australian advocate, Ariel Zohar was among the key speakers for the motion, reported the Armenian National Committee of Australia (ANC-AU).

Zohar, who was key behind the recent Victorian Young Labor motion recognising the Armenian Genocide, was joined in his advocacy of this historic motion by Aaron Meyer and Yos Tarshish.

ANC-AU Executive Director Haig Kayserian thanked the WUJS on this important statement for human rights.

"We thank Ariel Zohar and his colleagues at the World Union of Jewish Students Congress for passing a motion that does not only recognise the genocide committed against the Armenians, Greeks and Assyrians of the Ottoman Empire, it also 'condemns' and 'rejects' any 'attempt to deny, distort, or ignore the historical reality of this genocide'," Kayserian said.

"This sends a strong message to the governments of Israel, and others like Australia, that human rights are not there to be bargained for diplomatic gain, no matter the circumstance," he added.

The motion reads as follows:

This Congress notes...

    1. That between 1915 and 1923 millions of Armenians, Pontian Greeks and Assyrians were murdered at the hands of the Ottoman Caliphate.
    2. The tragic crime was undisputedly carried out with the genocidal intention of eliminating these Christian communities. This was a premeditated and systematic execution of an estimated 2-3 million civilians; not a legitimate act of war.

This Congress believes...

    1. That it is incumbent upon us as a Jewish organisation to fight all forms of racism.

This Congress resolves...

    1. To condemn and reject any attempt to deny, distort, or ignore the historical reality of this genocide.
    2. To recognise the importance of remembering and learning from this genocide, and to join the Armenian, Pontian Greek and Assyrian communities in honouring the innocent people who fell victim to this crime.

On his Facebook page, Zohar wrote: "Jewish students have a long proud history of perusing on the forefronts of social justice. Today is another important milestone in our activism history."

"WUJS will now be formally calling on governments of Israel, Australia and others to join a growing list of 28 countries around the world to formally recognise the sufferings and injustice of the Armenians and other minorities at the hand of the then Ottoman Empire (modern day Turkey)."

Armenia SWOT Analysis

Strengths         Vast metal resources, in particular gold and copper, suggest that Armenia will continue benefiting from a steady inflow of foreign currency. In the World Bank's 2017 Ease of Doing Business Ranking, Armenia ranks 38 out of 190, well above even some members of the European Union such as Bulgaria and Croatia. Armenia's current account deficit will remain relatively low, compared to 2008-14, when it averaged nearly 12.0% of GDP, reducing exposure to external shocks
Weaknesses         Armenia's fiscal deficit will remain elevated in the coming years, resulting in a rising public debt burden. Problematically, around 80% of Armenian public debt is denominated in foreign currency, making it vulnerable to exchange rate fluctuations. Due to the lack of economic diversification, the Armenian economy remains exposed to fluctuations of global metal prices, which account for around half of total exports.
Opportunities         Armenia's strategic location between the Georgia and Iran offers scope for Armenia to establish itself as a transit hub for Iranian energy exports to Europe. A mine containing 7.8 tonnes of gold (3.1% of current GDP) is set to come 
online in 2018.
Threats         Any drop in foreign investor confidence would hit Armenia's metal sector hard, given its dependent on foreign capital. Another recession in the Russian economy would result in plunging remittances inflows, weakening household consumption significantly and reducing Armenia's current account financing capabilities. SWOT Analysis
       
Strengths         A Russian military base on Armenian territory makes an invasion by Azerbaijan extremely unlikely, and keeps the conflict over Nagorno- Karabakh from escalating. Following country-wide demonstrations in mid-2016, relative political stability has returned to Armenia.
Weaknesses         Democratic institutions are in poor shape and no opposition party is sufficiently strong to pose a threat to President Serzh Sargsyan's rule. Relations between Armenia and its neighbours, Azerbaijan and Turkey, will remain in poor shape. There is little prospect for Armenia's conflict with Azerbaijan to be resolved over our long-term forecasting period through 2026.
Opportunities         Russia could step up efforts to bring Armenia and Azerbaijan back to the peace negotiation table, potentially de-escalating the current situation. A strong pick up in commodity prices would revive growth across the Eurasian Economic Union (EEA), which Armenia is a part of, and help bring down the country's chronically high unemployment rate, reducing social tensions.
Threats         Slower economic growth will result in further fiscal consolidation efforts, triggering additional cuts to current government expenditure. A war with Azerbaijan over Nagorno- Karabakh remains a constant threat.
