UK AMBASSADOR VISITED GEGHARKUNIK MARZ

Her Majesty's Ambassador to the Republic of Armenia Mr. Charles Lonsdale visited Gegharkunik marz. The Ambassador met Gegharkunik Marzpet Mr. Nver Poghosyan and discussed the UK development assistance projects in the marz, particularly the "Armenia Regional Development Project" funded by the UK Department for International Development
(DFID).

The Armenia Regional Development Project (ARDEP) has been implemented since 2003 in Gegharkunik and Tavush marzes. DFID has provided each marz with £1 million for the implementation of the Regional Development Plans (RDPs) that were developed by the marzpetarans with active participation of the non-governmental sector and local communities. The RDPs were designed to contribute to the poverty reduction in those regions.

Gegharkunik Marzpet briefed the UK Ambassador about the various projects implemented under RDP, particularly refurbishment of hospitals and schools, reconstruction of irrigation and drinking water systems. Mr. Poghosyan said that the success of the first RDP served a basis for drafting the 2008-2011 regional development plan for Gegharkunik. Mr. Lonsdale visited the Gavar Maternity Hospital, the roof of which was reconstructed under RDP plan, and the secondary school in Sarukhan village, which now has a heating system thanks to DFID funding.

A key element of the RDP approach is the involvement of local c ivil society. The Ambassador met the members of local NGOs who played an important role in planning, monitoring and evaluation of the RDP projects.

The NGO representatives highly valued the Armenia Regional Development Project, pointing that it enabled them for the first time to be actively involved in addressing local issues, as well as gave valuable experience of project design and cooperation with other NGOs. The local NGO network created as a secondary outcome of RDP in Gegharkunik will continue its activities after ARDEP phases out.

ARDEP is finalising its activities in 2008, and currently the modalities and future funding for the roll-out of the ARDEP experience to other marzes is under discussion between the Ministry of Territorial Administration and other potential donors such as the European Commission.

ARMENIA, GREAT BRITAIN WILLING TO DEEPEN MILITARY COOPERATION

On July 21 RA Defense Minister Seyran Ohanyan received the Ambassador Extraordinary and Plenipotentiary of Great Britain to Armenia Charles Lonsdale.

At the beginning of the meeting Seyran Ohanyan stated that Great Britain is one of the pivotal countries of the European Union with traditional democratic values and customs, with which the Defense Ministry of Armenia will continue cooperating in the sphere of defense.

Seyran Ohanyan noted also that Armenia has entered a qualitatively new phase of relations with Europe and that serious steps are being taken to have the military cooperation with European countries reach a proper level.

During the meeting the Minister noted that Armenia expressed willingness to develop cooperation especially in the field of peacekeeping, contributing to the operation in Afghanistan, where Great Britain has deployed a contingent of about 8 500. He added that taking into consideration that active reforms are currently underway in the Armed Forces of Armenia, the military cooperation with the above-mentioned countries is important.

Seyran Ohanyan said to be appreciative of the active participation of representatives of the Armed Forces of Great Britain in the Cooperative Longbow/Lancer 08 military exercises to be held in Armenia in September-October of the current year, stressing that participation in such events contributes to the development of collaboration between the armed forces of the two countries.

The parties discussed the current state of bilateral relations in the military sphere issues of further deepening of those.

At the end of the meeting Seyran Ohanyan expressed gratitude to the British Government for the assistance rendered so far.

Governor allows two turkish soldiers investigation in Dink case


The governor of a norhwestern province of Turkey permitted Sunday an investigation to be opened into a colonel and a captain for failing to act on information received prior to the assassination of a Turkish-Armenian journalist and hiding the intelligence.

Nuri Okutan, the governor of Trabzon, said the governor's office decided to give the permission for the investigation after assesing a report of the inspectors from the Turkish Interior Ministry.

Hrant Dink, editor in chief of Agos newspaper, was shot dead outside the offices of the paper in Istanbul in January, 2007. Police arrested the gunman and a suspected associate who was identified as Yasin Hayal.

Inspectors asked earlier this week for the governor's permission to bring Col. Ali Oz and Capt. Metin Yildiz before the court for failing to act on information received prior to the assassination of Hrant Dink.

Two lower-ranked soldiers told the inspectors that they had informed Col. Ali Oz and Capt. Metin Yildiz about intelligence regarding the assasination of Dink, while Oz said he may have forgotten about this information.

The trial began in July 2007. Prosecutors have asked for a prison term of 18 to 24 years for Dink's assassin and life sentences for two key suspects, Erhan Tuncel and Yasin Hayal, for inciting to murder.

WHY DOESN'T BREAD PRICE FALL DOWN?

According to a recent survey conducted by the State Commission for the Protection of Economic Competition (SCPEC) of the Republic Armenia it is two months the wheat price has fallen down at the international market. The wheat price is still the same in Armenia. On July 22 the
SCPEC will convene a consultation with the participation of economic entities importing flour and wheat to Armenia.

The consultation is aimed at revealing the reasons for maintaining the prices.

Man converts home into church to save tax

A Chicago estate agent has sparked a row over the extent of his religious fervour after he converted his home into a church, saving himself $80,000 (£40,000) in taxes. George Michael said he converted his $3 million home in a Chicago suburb into the Armenian Church of Lake Bluff so his disabled wife and daughter did not have to travel to worship.

Mr Michael told Illinois officials he started his own congregation - reportedly numbering a few close friends and family - a year ago after receiving a pastor's degree from a religious internet site.

He placed a cross on the side of his lakeside mansion home which neighbours accepted as a sign of his Christian devotion.
