AZG: PATRIARCH OF CONSTANTINOPLE DANCING TO TURKISH

Concerning a liturgy at the Surb Khach (Holy Cross) church on Akhtamar
Island, the Azg newspaper writes that the Turkish Government is
thereby trying to play havoc among Armenians. "During a short period,
it is the third well thought-out step by Turkey, by means which it is
creating confusion among Armenians, reaping the sweet fruits of its
labor. After capturing historical lands and destroying 1.5m Armenians,
Turkey, easily and expertly, is applying various mechanisms among the
victims' descendants, who are not yet able to shoe national unity
and strong will to oppose its behind-the-scenes intrigues. One of
the first steps was the Armenian-Turkish protocols, which not only
inspired hopes in Armenians, but also deceived the international
community. The second step was the election of the Vicar of the
Armenian Patriarch in Istanbul. Turks supported the formation of two
different commissions (the Spiritual Council and Election Committee)
and, dividing the Istanbul-based Armenians into two opposing camps,
got Aram Ateshyan 'elected' vicar. That was an unprecedented event in
the history of Armenian Patriarchate. Although the 'election results'
are being appealed, Ateshyan is already reaching fruits, dancing to
the Turkish Government's tune.

According to the newspaper, "Turkey is offering us its third step, a
liturgy in Surb Khach church on Akhtamar Island. By allowing only one
liturgy in this historical church, the Turkish Government is clearly
showing its goals. First, the Government does not recognize this
church as a place of worship. Secondly, it is taking the opportunity
to pretend it is tolerant toward other religions thereby facilitating
its admission to the EU.

Thirdly, the Turkish Government is thus promoting tourism in the
country. Turkey is happiest about the fact Armenians are disunited
about even minor matters and are fighting against one another.

Thus, Armenians are divided into two camps, which are arguing with
and accusing each other, forgetful of Turkish intrigues, the newspaper
concludes.

MONUMENT DEDICATED TO ARMENIAN GENOCIDE ERECTED

A monument symbolizing Armenian Genocide will be officially opened
on 9 September in Boston, USA, "Ermenihaber.am" website reported.

Since 2000 local Armenians held negotiations to found a park with a
monument dedicated to Armenian Genocide in it. The park is near the
tourist places of Boston.

The names of Armenian historical cities left in Western Armenia are
carved on the monument. Some Turkish organizations tried hard to
break the Armenian initiative but all was in vain.

Armenian Catholicos Karekin II will attend the opening ceremony.

The square in front of Armenia's Government Building was again full
of people this morning that had come with the hope to get answers to
their appeals.

Some of them were citizens who wanted had invested their savings
in the banks and lost it after the collapse of the Soviet Union,
but some of them were mothers whose sons had been killed while doing
their military service in the army.

"It is the commander of the battalion who killed my son for $100 USD.

This state does not want to accept that soldiers are being killed
in the army for not taking money [to their commander]. My son took
a leave and came home and returned without money, and here is the
result," Anahit Mkrtchyan, the mother of Araik Avetisyan, who was
killed in the army, told Tert.am.

Anahit Mkrtchyan requires that the person who killed her son to be
held responsible.

Gohar Sargsyan, another mother of a soldier (Tigran Ohanjanyan)
killed in the army in 2007, said that there would not be fresh
killings in the army today, should the person killing her son had
been held accountable.

"Why are they defending the assassins, what is the reason? Today
genocide is being perpetrated in the army. [The Defense] minister
is said to have a good personality, but why doesn't he control the
situation in the army as a minister?" said he.

Most of those parents losing sons in the army are in the opinion that
it is due to the atmosphere of impunity that such incidents occur in
the army.

Earlier on Wednesday another incident was reported this time in
the military unit in Vaiq where Arthur Hakobyan, a contract junior
sergeant allegedly committed suicide.

Two other similar incidents in the previous months this summer left
at least 7 dead.

Armenian Economy `Still Not Competitive Enough'

Armenia is continuing to trail most countries of the world in terms of
the competitiveness of domestic economy, according to an annual global
survey released on Thursday.

Armenia ranks only 98th in the Geneva-based World Economic Forum's
(WEF) latest Global Competitiveness Index (GCI) of 139 economies
around the world. Neighboring Azerbaijan and Georgia occupy 57th and
93rd places respectively in the rankings.

Each of the countries surveyed was assigned a GCI score based on 12
`pillars of competitiveness,' including the efficiency of public
institutions and the labor market, the macroeconomic environment,
financial market sophistication and the quality of public healthcare
and education.

A slight increase in the Armenian GCI score registered by the WEF in
the past year was not enough to improve the country's position in the
rankings. The survey found `notable positive changes' in the fields of
health, primary education and higher education. But it said those were
mostly nullified by a `significant downward trend' in the
macroeconomic situation, an apparent reference to last year's sharp
contraction of the Armenian economy.

`Armenia's competitive advantages are the low level of redundancy
costs, effective labor market regulations, ease of procedures for
starting a business, as well as the low business impact of malaria,
crime and violence,' concludes the survey. `The list of major
disadvantages highlights competition issues, such as effectiveness of
anti-monopoly policy, intensity of local competition and extent of
market dominance, as well as capital market deficiencies, such as
access to local equity and venture capital financing.'

`Our score is rising much more slowly than others countries' score,'
said Manuk Hergnian of the Yerevan-based Economy and Values Center
which conducted the Armenian segment of the WEF research.

`That the Armenian government is doing something to improve legal
procedures for the opening and management of businesses is evident,'
he told journalists, presenting the finding of the survey. `That is
reflected in World Bank surveys [on the ease of doing business] that
mainly gauge formal business regulations. But problems start when it
comes to the implementation of laws, which is what this indicator of
competitiveness primarily measure.'

Commenting on government measures that would make the Armenian
economy more competitive, Hergnian singled out the need to strengthen
business competition and enforce the country's anti-trust legislation in
earnest.
VOLUNTEERS OF GREAT BRITAIN TO WORK WITHIN A PROGRAM
ON HIV AND IN THE SPHERE OF COMMUNICATION

YEREVAN, SEPTEMBER 9, ARMENPRESS: Two volunteers will arrive September
16 in Armenia from the Great Britain to work a year within the
frameworks of the program on HIV and in the sphere of communication.
Coordinator of social programs of the "Armenian Red Cross" company
Lia Khachatryan told Armenpress that these volunteers will be included
in social and other programs as well. According to Mrs. Khachatryan,
3 Armenian volunteers have traveled to the Great Britain and work in
an educational establishment, in the center of the elders, territorial
office of "British Red Cross".

"It is already the third year that "Armenian Red Cross" exchanges
volunteers with the same institution of the Great Britain. This
is also a way of encouragement for us, as the most active ones are
sent bringing foreign experience and innovations to Armenia," Mrs.
Khachatryan said, stressing that this is also a way of cooperation
and getting financial support. According to her, foreign countries
are interested in Armenia, as working in a developing country becomes
a big impetus in volunteers' career in future.

"They bring new ideas to Armenia, new programs are being drafted
and new ties - established," Lia Khachatryan said, noting that in
2004-2008 they exchanged volunteers with the Norwegian "Red Cross",
and currently a German volunteer is in Armenia, who works in social
sphere. According to the program coordinator, a group of Armenian
volunteers will leave for Germany next year.

YEREVAN, SEPTEMBER 8, ARMENPRESS: The seven-member crew of
"Armenia"sailing boat will tour to Buenos Ayres at the midst of October,
from where "Armenia" will start its second cruise. Head of the expedition
Zori Balayan told Armenpress that by approximate calculations, the
second cruise will last 8-10 months.

"We will cruise in such places where nobody has visited," he said.

According to Mr. Balayan, the crew will takes photos of the
cross-stones, and churches they come across, will have meetings with
local Armenians, etc. For the first time "Armenia" sailing boat will
surmount 3 oceans.
